We are seeking a candidate for the position of HR Generalist (5161) Employee Services in the HR/Business Services Department.

OVERALL DESCRIPTION

The Human Resources Generalist is principally responsible for supporting the Employee Services Department functions related to workforce planning, health benefits, life insurance and pension matters Will work closely with HR management and employees, as well as location management, to meet the human resources needs of the Authority. Functional areas include, but are not limited to, health benefits, life insurance, LTD, TWU Sick Leave, COBRA, pension, recruitment, and onboarding.

SPECIFIC RESPONSIBILITIES

  1. Serves as a source to resolve inquiries from stakeholders related to Employee Services Department functional areas such as health benefits, life insurance, LTD, TWU Sick Leave, COBRA, pension, and onboarding. This may involve researching policy, plan documents, HR databases, and speaking with management and the Authority’s vendor representatives. Draft formal written responses as directed by management.
  2. Explains health benefit and pension plan provisions to employees and retirees and direct to appropriate resources.
  3. Coordinates with Employee Services Department staff to receive and respond to initial reports of active employee and retiree deaths. Follows up with deceased employees’ dependents and beneficiaries to ensure timely administration of life insurance, health, and pension benefits.
  4. Assists active employees with the process of retiring, including eligibility and health benefit provisions for all union and management employees.
  5. Supports the HR Benefits Clerks by serving as the first level call/inquiry escalation.
  6. Supports Benefits Department management with administering the annual Open Enrollment by, but not limited to, drafting notices, visiting assigned locations, answering questions, and processing benefit changes.
  7. Supports the Benefits Department monthly health benefit billing process by obtaining, reviewing, entering data, checking reports/spreadsheets for errors.
  8. Drafts policies and/or procedures related to functional areas consistent with the Authorities policy standards as directed by management.
  9. Coordinates, drafts and analyzes Excel reports as they related to HR metrics and additional HR functional areas.
  10. Responds to Recruiter benefit, pension questions, and conduct recruiter information sessions as directed.
  11. Supports Employee Services Department management administer TWU Sick Leave.
  12. Serves as a member of the HR Connection team and coordinates the program in the absence of the Manager, Administration and Finance.

ADDITIONAL / DISCIPLINE RESPONSIBILITIES

  1. Supports the Director, Strategic Initiatives with compiling metrics, research/identifying best practices, assist with budgeting, testing, and monthly health benefit billing processes (entering data, checking reports), maintain reporting and communications with families of deceased active employees.
  2. Assists and supports Director, HR Strategic Initiatives with maintaining external partnerships to support workforce development as it relates to the Authority’s workforce needs.
  3. Assists in coordinating the monthly Workforce Planning meetings, quarterly HR Administrative Staff meetings and quarterly Promotion events.
  4. Ensures that communication bulletin boards on the 6th floor at 1234 Market Street are kept current with mandatory employment law signage, policies, company events, and other pertinent information.
  5. Analyzes, researches and recommends innovative approaches, policies and procedures that may improve communication channels, and the efficiency and/or effectiveness of services performed.
  6. Assists with HR procurement administration as needed.
  7. Ensures consistency in processes, procedures, application of policies and performance of tasks.
  8. Appropriately and accurately interprets and communicates company policies and procedures.
  9. Guides the escalation and resolution of critical issues to the appropriate channels (EEO/AA/ER, Labor Relations, Workers Comp
