General Summary

This position provides direct technical supervision and support to a Pollution Control Monitor, Senior & Pollution Control Monitor and other assigned staff in the installation, maintenance & repair of monitoring equipment as directed that is used for: Monitoring the sewer collection system, billing surrounding municipalities that utilize City of Atlanta wastewater services, rainfall monitoring, storm water runoff monitoring, surface water monitoring activities and capacity certification to ensure compliance with City, State, and Federal Water Pollution Control Regulations, the First Amended Consent Decree & Contractual wholesale wastewater obligations.

This position is charged with monitoring equipment installations, maintenance, and repairs, troubleshooting flow monitoring issues, creating reports from acquired data, staying abreast of emerging technology, development, and deployment for the Department of Watershed Management within the Flow Monitoring Division. Areas of responsibility are typically unique within the department.  

 

Supervision Received

Works under general supervision. May work independently or with other skilled 

or semi-skilled workers with responsibility for completion of assigned tasks.

 

Essential Duties & Responsibilities

• Provides direction, assigns, plans, organizes, supervises, and evaluates the work performance of staff 
• Functions as a subject matter expert on remote monitoring technology, environmental processes and equipment, specifications & other municipal applications for evaluating and recommending solutions to problems or verifying consultant recommendations.  
• Serves as technical lead & subject matter expert in Modeling projects; Coordinates and conducts source water monitoring and modeling activities in conjunction with relevant agencies.     
• Prioritizes the workload, repair of equipment, and supplies to ensure tasks can be completed efficiently. 
• Gives direction and ensures completion of timely and accurate reports & summaries tied to data   
• Monitors and protects the water ways of the State, by inspection of creeks and storm water drainage systems within the City of Atlanta. 
• Attends meetings with other departments, modeling staff, IJ partners, then gathers and disperses information from these meetings.
• Instructs & supervises troubleshooting activities for remote camera installations, field investigations and general site visit
• Creates and continuously improves SOP ‘s and provides management support of division procedures.
• Participates in the selection and hiring of staff; coordinate staff training; works with employees to correct deficiencies; implements discipline procedures.
• Performs QA/QC checks in designated areas and sites to ensure completion of inspections and accurate data collection
• Ensures staff tracks, documents, and closes out error reports, scheduled calibrations, weekly reports, monthly and annual reports. 
• Evaluates safety issues related to work and equipment repair to ensure that all safety procedures are followed.
• Maintains inventory of equipment and supplies; Requests quotes for equipment and supplies and submits purchasing paperwork for approval.
• Completes performance evaluations for employees under supervision (committals, mid-cycle, and annual).
• Reviews and submits forms for payroll, personnel, training, policies.
