About the role

Currently, Avint is seeking a motivated, career and customer-oriented Target Development Analyst to join our team at our Chantilly, VA office.

The targeting analysis process is used to identify opportunities for both investigative and collection actions. Contract analysts conducting target analysis/development functions must apply indicators and characteristics of known threat variables to a defined targeting need and use analytic techniques and methodologies to advance investigative or collection actions, or to recommend new investigative or collection actions.

Position Responsibilities:

  • Conduct analysis on particular threat variables to identify potential targets and assess opportunities to collect against or mitigate those targets, using publicly available information such as media, blogs, web‐based communities/social networking sites, government public data, commercial databases, and sources from the United States Intelligence Community (USIC) and FBI.
  • Identify and assess Potential Confidential Human Sources (PCHSs) to address source coverage gaps, to include opening and conducting Type 5 Assessments and producing Source Identification Packages (SIPs) in compliance with Domestic Investigative and Operations Guide (DIOG) and the FBI’s CHS Policy Guide (1018PG).
  • Identify and assess key threat actors to evaluate as potential subjects, based on the impact and significance of those threat actors relative to threat issues as identified in Cyber Division (CyD’s) cyber threat strategies, establishing attribution, and enabling operational units to facilitate leads and investigative actions in support of cyber activities.
  • Review appropriate information sources to determine validity and relevance of information gathered.
  • Draft/develop comprehensive targeting analysis products to address CyD‐identified intelligence and source coverage gaps, using link analysis tool, open‐source research, finished intelligence reporting, and analysis of communication networks.
  • Coordinate with both intelligence and operational counterparts and customers, including other federal agencies as directed by assigned Supervisory Intelligence Analyst (SIA) or Intelligence Unit Chief (UC), to deconflict and collaboratively execute targeting analysis initiatives and product development.
  • Identify weaknesses in adversary operational security and assist operational units with developing cyber operations to exploit those weaknesses.
  • Review relevant USIC reporting (e.g., intelligence products) and request supplemental information from the originating agency.
  • Provide knowledge and subject matter expertise regarding foreign computer network operations actors and their associated cyber tactics, techniques, and procedures.
  • Collect, parse, and evaluate data related to the exfiltration of data from United States victims.
  • With operational unit approval and coordination, respond to requests from federal agencies and USIC partners on assigned intrusion set, coordination for case/target deconfliction, operational activities, etc.
  • As expressly directed by the assigned SIA or UC, and in coordination with operational unit counterparts, coordinate with industry experts and academics to collect best practices to shape operational counterintelligence capabilities and extend operational influence through LE and federal agencies, and the USIC.
  • Determine essential elements of information, and conduct activities to detect, identify, assess, exploit, and proactively counter or neutralize hostile intelligence collection, sabotage, and terrorist activities, while sanitizing and minimizing information to protect sources and methods.
  • Provide expertise to the development of measures of targeting effectiveness and measures of performance and provide input for targeting effectiveness assessments for leadership acceptance.
  • Estimate operational effects generated through cyber activities and evaluate available capabilities against desired effects to recommend efficient solutions.
  • Maintain Restricted, Joint, Candidate, and other target lists (i.e., RTL, JTL, CTL, etc.), characterize websites, perform targeting automation activities, and provide aim point and reengagement recommendations.
