Verra Mobility is seeking a Prevailing Wage and Compliance specialist with a proven track record in handling federal and state labor compliance, with expertise in prevailing wage and living wage regulations. This position is heavily focused on federal, state, and local government compliance, and will take part in assisting with audits, subcontractor flow-downs, and the payment and compliance for prevailing and living wages across numerous states and counties. As the subject matter expert on prevailing and living wages, this person will play a critical role in ensuring payroll, operations, and procurement are compliant with all prevailing and living wage requirements for our government contracts.
Responsibilities:
- Perform, compile, and complete documents for submission to various agencies.
- Ensure the company complies with all Department of Labor, and prevailing wage requirements; educate project personnel and employees on same as needed.
- Review necessary contracts for compliance requirements.
- Review certified payrolls submitted on all Davis-Bacon and local prevailing wage projects.
- Communicate and follow up with subcontractor reporting requirements.
- Research and determine the correct rates applicable to projects.
- Understand federal and state labor compliance and prevailing wage regulations and standards; apply changes/updates to procedures accordingly.
- Review contracts for prevailing wage requirements and gather appropriate wage determinations that apply.
- Review and comply with prevailing wage requirements when bidding on projects and when projects are awarded.
- Prepare all compliance documentation and audit of data, wages, and benefits.
- Oversee the flow-downs for subcontractors on prevailing wage projects for applicable compliance.
- Audit subcontractor compliance documentation and understand and apply withholding requirements.
- Knowledge of prevailing wage applicability to the weekly payroll process. Prevailing wage and fringe calculation, coding, and implementation with the payroll process.
- Develop and implement best practice processes and procedures and conduct training in these areas, accordingly.
- Management and oversight of all Labor Compliance requirements.
- Ensures prevailing wage compliance with all government-awarded contracts, certified payroll compliance, and reporting.
- Critical communication and coordination between Payroll, Procurement, Operations, and the Department of Labor.
Requirements:
- Bachelor's Degree or Equivalent work experience may be considered instead of a degree.
- Minimum 5 years of prevailing wage compliance experience and understanding of the California Labor Code.
- Thorough understanding of contracts with Davis-Bacon Act/prevailing wage/certified payroll/compliance requirements.
- Experience with reading and understanding government contracts.
- Experience with submitting DIR eCPRs, LCP Tracker, eMars, LAUSD CPR portal and/or Prism.
- Excellent Microsoft Excel skills
- Excellent verbal, written, and math skills.
- Thoroughness and attention to detail.
- Ability to successfully communicate issues and work toward resolution.
- Detail-oriented with a high capacity for multitasking.
Preferred Qualifications
- Successful DIR or DOL PW experience with responding to audits and/or CWPAs.
- Certified Payroll experience
