Your Specific Responsibilities:

 

This is a highly responsible position within the HIV/AIDS Section. Bureau of Communicable Diseases. This position serves as the Programmatic Operations Manager for the Section. This position requires effective written and oral communications skills, knowledge, of strategic planning, performance measurement, program evaluation, quality improvement techniques, the ability to acquire knowledge, and the ability to work independently without supervision. Responsible for the supervision of staff including appraisals, planning, and directing staff work, approving leave, and having authority for hiring and taking disciplinary action or effectively recommending such actions.

 

Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, it needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets.

 

Ensures all staff complete required training and are offered additional training.

 

Responsible for the planning and timely updating and reporting on the Agency Strategic Plan. Division Strategic Plan, State Health Improvement Plan, statewide integrated HIV Prevention and Care Plan and Long-Range Program Plan {LRPP). Facilitates timely completion of assignments related lo National Public Health Department Accreditation.

 

Responsible for implementation oversight on the HIV Patient Care Clinical Quality Management Plan. Ensure quarterly review of clinical indicators and identification of improvement opportunities. Attends associated trainings within the state and nationally by HRSA or CDC.  Responsible for oversight of program evaluation and quality improvement {QI) projects conducted within the HIV/AIDS Section, ensuring projects follow the Department's QI model, are documented and shared statewide and nationally. Ensuring technical assistance and program support Section applications include, but not limited to CAREWare, AIMS, Patient Care Dashboard.

 

Ensuring application indicators are used to make programmatic decisions and improve current workflows and processes.

 

Responsible for oversight of the quality improvement site visit process to county health departments based on an annual review of key indicators across the HIV/AIDS Section as well as quarterly reports from regional staff, including the HIV/AIDS Program coordinators. Early Intervention Consultants. Regional Minority AIDS Coordinators. Participates in onsite visits as assigned. Responsible for participation in County Health Systems CHO Assessment Process.

 

Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

Knowledge of quality improvement techniques. Knowledge of Strategic and operational planning. Knowledge of program measurement and program evaluation. Knowledge of Public Health Accreditation preferred effective oral written communication skills. Ability to use direct influence, build and manage teams, facilitate meetings. Ability to tech quality improvement methods such as problem solving, root cause analysis improvement strategy. Skills in critical thinking, analyzing performance data, data presentation.

 

 

Qualifications:

Required: High School Diploma

Preferred: BS or higher or equivalent to work years’ experience.

Minimal of 3 years
