Job Duties

The Department of Environmental Quality, Office of Information Services, seeks a qualified candidate to serve as an IT Business Systems Analyst. This position will define and analyze user requirements and document these requirements in a clear and concise manner so that they can be translated into automated applications and related manual system specifications. Duties will require this position to interact with DEQ business process owners to translate service requests into high level and detailed requirements documents; analyze, and test complex application modules; define functional and non-functional requirements, review programming specifications, and review and test developed programs to determine if business and functional requirements have been satisfied. This position will be responsible for completion of these tasks on multiple projects.

Minimum Qualifications

•Ability to follow a hybrid work schedule to include both in office and telework.
•Considerable knowledge of business and systems analysis, requirements documentation, application design techniques, database design, system development life cycle, iterative development, and project management concepts;
• Demonstrated ability to define and document user requirements from multiple sources, and prepare complex documents
to effectively relay these requirements to both business users and developers;
• Considerable experience in application development, maintenance, and implementation, systems analysis and design; project management; and business process improvement;
• Demonstrated ability to define and document business processes and determine where processes can be improved;
• Demonstrated ability in developing and executing test plans for complex systems;
• Working knowledge of .Net, SQL, Java, Javascript;
• Working knowledge of Oracle and SQL Server databases;
• Experience conducting meetings and documenting decisions;
• Ability to successfully lead a team and foster a team environment;
• Demonstrated ability to effectively communicate both orally and in writing

Additional Considerations

Please note this position follows a hybrid working schedule to include both in-office and telework. Candidates must be able to work from the Central Office of DEQ located in Richmond, VA
