Job Description:

Directs central purchasing operations for the institution. Functions typically include preparation of specifications, contracting, bidding, receiving and storing, materials management and approval of invoices.

Director of Procurement

Frostburg State University, Division of Administration & Finance, seeks applications for a full-time, exempt Director of Procurement, reporting directly to the Vice President for Administration and Finance. Responsibilities:

• Leads and manages a comprehensive procurement program, overseeing purchasing, inventory, property management, surplus, and contract administration.

• Establishes and administers procurement policies, procedures, and processes, ensuring compliance with university standards and regulatory requirements at the local, state, and federal levels.

• Manages the university’s bid processes, contract awards, and open-market purchases. Leads pre-bid meetings, bid openings, and pre- and post-award conferences.

• Reviews and administers contracts, service level agreements, and MOUs.

• Supervises the Purchasing department, ensuring personnel provide exceptional service and maintain operational excellence.

• Serves as a liaison between university departments, external agencies, and organizations.

• Oversees and manages the Purchasing Card Program.

•  Prepares reports on departmental and University procurement operations and metrics.

• Develop and recommend strategies to enhance efficiency and quality.

• Implements standards and systems to streamline procurement processes.

• Ensures the integrity and compliance of all procurement activities.

• Prepares requests for the Board of Public Works and Board of Regents.

•  Addresses vendor questions related to purchase orders and bid awards.

Required Knowledge/Skills/Abilities:

•  Excellent interpersonal, organizational, managerial and communication skills.

•  Ability to clearly, concisely, and effectively prepare and present both written and oral reports.

• Proficient with computer applications and programs associated with the position.

Minimum Qualifications:

• Bachelor’s degree and at least four years of progressively responsible experience in procurement, supply services, or business. The degree requirement may be waived with 10+ years of procurement experience with increasing responsibility.

• Proficiency in Microsoft Office Suite.

• Strong leadership and motivational skills.

• Excellent attention to detail.

Preferred Qualifications:

• 10+ years of progressively responsible experience in higher education or State of Maryland procurement management.

•  5+ years of direct staff management experience, including performance management.

• Experience with the State of Maryland and/or University System of Maryland procurement processes.
