Job Description:

The Project Manager is responsible for general operations and maintenance software and technical support services for the Nuvolo Clinical EAM platform, in both the various lower and Production environments, supporting the Veterans Affairs Medical Centers (VAMCs) within the enterprise. This includes but is not limited to application support services, upgrades, patches, scheduled software maintenance, group/role updates, unscheduled break/fix support hours and remediation, enhancement support, system email support, dashboard/report creation and support, notification support and updates, workflow enhancements, interface updates and support, general user support and training services. This role oversees contract performance, quality delivery, schedule adherence, and cost management while ensuring alignment with program objectives and federal governance processes.

The Project Manager will guide cross-functional teams, drive program management best practices, support enterprise-wide transformation activities, and communicate the value and capabilities of the new financial and acquisition management solution to stakeholders. The ideal candidate brings extensive experience implementing enterprise-level, cloud-based financial systems at a department-level agency and possesses deep expertise in project management methodologies, federal asset management operations, acquisitions, and technology modernization.

Responsibilities:

  • Manage overall program and contract performance, including scope, cost, schedule, quality, and risk.
  • Lead planning and execution activities to support the enterprise-wide transition to the modernized financial management solution.
  • Support the FMBT Program Office with program governance, milestone preparation, and executive-level reviews.
  • Oversee development of program documentation, deliverables, and communication and change management materials.
  • Direct and coordinate efforts across technical, financial, acquisition, and functional workstreams.
  • Build and maintain strong relationships with federal stakeholders, ensuring alignment with strategic program objectives.
  • Provide guidance on best practices for cloud-based financial and acquisition system implementations.
  • Monitor program metrics, identify risks, and implement mitigation strategies.
  • Ensure project execution aligns with PMBOK, Agile, or hybrid PM methodologies.
  • Lead status reporting, briefings, and communication efforts that highlight new financial management capabilities and progress.

Minimum Qualifications

  • Active Project Management Professional (PMP) certification.
  • Minimum of 4 years’ experience in program or project management, preferably supporting healthcare, acquisition, or technology disciplines.
  • Proven experience managing a large federal program or enterprise-level transformation effort.
  • Demonstrated success implementing a complex, cloud-based financial and acquisition management solution for a Cabinet-level agency.
  • Strong command of program management methodologies, governance frameworks, and federal lifecycle processes.
  • Ability to manage multidisciplinary teams and coordinate across stakeholder groups.
  • Excellent communication, leadership, and executive briefing skills.

 Preferred Qualifications:

  • Certified at ITIL Intermediate Level or ITIL Practitioner Level and Scrum Master
