Job Description:

General Dynamics Information Technology is seeking a skilled Application Sunset Technical Lead develop and lead the sunset of the FDA DARRTS application. This role will focus on driving technical excellence with experience in COTS products and full stack development. This leadership position is responsible for managing the lifecycle of application sunset process from inception to completion.

This is a hybrid role with 3 days onsite in Gaithersburg, MD and/or Silver Spring, MD.

Key Responsibilities:

  • Conduct an in-depth analysis of the existing legacy application, identifying critical functionalities, dependencies, and performance metrics.
  • Evaluate the current system architecture and document areas for improvement in the new platform.
  • Develop a comprehensive plan to sunset the legacy application, setting timelines and milestones for each stage of the transition.
  • Coordinate with stakeholders to ensure minimal disruption to business operations during the sunset phase.
  • Provide technical leadership and guidance to the development team, ensuring alignment with project goals and timelines.
  • Provides expert knowledge for the research, evaluation, and deployment of advanced cloud computing systems and large data analytics
  • Manage the technical backlog, prioritizing features and resolving dependencies across multiple development teams.
  • Provide technical leadership and guidance to the development team, ensuring alignment with project goals and timelines.
  • Develop and maintain technical documentation, including architecture diagrams and system integration plans.
  • Serve as a technical liaison between development teams, stakeholders, and external vendors.
  • Drive the adoption of best practices in software development, testing, and deployment across the organization.

Required Skills and Experience:

  • Bachelor's degree in business, Computer Science, Information Technology, or a related field (or equivalent experience) and 12+ years of relevent experience.
  • Prior experience with Food & Drug Administration
  • 5+ years’ experience implementing Commercial Off-The-Shelf (COTS) platforms such as Sales Force, Appian or Pega for federal agencies.
  • Enterprise-level experience with large and complex IT modernization efforts, specifically including the successful delivery of IT software solutions.
  • Experience with leadership and team management
  • Minimum of 5 years of customer-facing delivery experience
  • Minimum of 3 years of experience leading Agile delivery teams.
  • Must be able to obtain and maintain a Public Trust with residency in the US 3 out of the last 5 years.

  • Demonstrated ability to influence and drive organizational change.
  • Ability to foster a positive and collaborative team culture, aligning closely with both FDA and GDIT leadership.
  • Experience with JDeveloper, ADF Framework and ADF Task Flow, SSF, Databases and connection ppols.
  • Excellent written communication and presentation skills
  • Capacity to manage multiple projects simultaneously under strict deadlines driven by mandates.
  • Ability to articulate business process-driven requirements into streamlined technical requirements.
  • Demonstrated adaptability and resilience in dynamic environments with rapidly changing requirements and technologies.

The likely salary range for this position is $174,250 - $235,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
