Homeland Security Program Chief

Overview

The Homeland Security Program Chief is responsible for coordinating and supervising the day-to-day activities of the Homeland Security Unit (HSU). The HSU is responsible for oversight and management of several statewide programs that provide prevention, protection and response capabilities, as well as managing multiple years of federal homeland security grants totaling over $10 million. These funds cover operations, equipment, training and exercises to prevent, protect from, respond to and recover from acts of terrorism within Vermont. Extensive interaction occurs with high ranking public and private officials within the state and also with federal officials. Grant management experience is required.

Environmental Factors

Normal office working conditions generally prevail with some required travel to various localities throughout the State, Country or internationally. Emergency management drills and actual emergencies require performance outside of normal duty hours. Stand-by status may be required during certain periods.

Minimum Qualifications

Four (4) or more years of experience in grants management, including work experience in homeland security or related field AND one (1) or more years of leadership experience.

Preferred Qualifications

Bachelor’s degree or higher in relevant 

Familiarity with law enforcement

Experience with project management

Special Requirements

Candidates must pass any level of background investigation applicable to the position to include a fingerprint supported Criminal Records, Motor Vehicle records, Personal History, Credit and any additional background check(s). 

This process will also include obtaining and maintaining a DHS Security Clearance at the Secret level.
