Job Description

Position Overview

This is a full-time position located in Oklahoma City, OK

The Software Developer Manager will be responsible for the management and development of Oklahoma Turnpike Authority’s (OTA) in-house developed software and associated processes maintaining all customer information and turnpike travel. This position is focused on management and leadership, ensuring smooth execution of initiatives, maintaining productivity, and fostering a collaborative and efficient working environment. The role requires a deep understanding of software development processes and methodologies, but not necessarily hands-on in coding or technical development. The successful candidate will manage developers to support their efforts, as they work stories offering functional code that provides a clear business value across a wide range of products. 

As an IT Team Member, each person must have flexibility in the duties they perform. Tasks may include operational responsibilities not directly related to initiatives but will be within the professional’s core skill set.

Primary Duties and Responsibilities

  • Manage the software development team’s daily operations, including initiative planning, scheduling, resource allocation, and review of daily standup information.

  • Ensure the delivery of functional code provides clear business value including compliance with security and governance standards in software development processes.

  • Conduct Kanban board reviews with software developers to ensure that stories are understood, priorities are being followed, and timeline expectations are reasonable.

  • Collaborate with IT Coordinators and other stakeholders to prioritize and understand initiative requirements.

  • Oversee the maintenance and updating of the software development team’s development tools and applications.

  • Assist with all software developer staffing efforts: reviewing resumes, conducting Interviews, discussing raises/promotions, handling disciplinary actions and reviewing and approval of timecards and worklogs.

  • Assist with annual budget effort for software developers for the next year: setting/adjusting pay rates, determining staffing levels, and working with staffing agencies to negotiate Statements of Work.

  • Assist Architecture team with locating and evaluating software services or systems, to become knowledgeable on the use case for each, and train the software development team on how to use them appropriately.

  • All other duties as assigned.

Physical Demands and Work Environment

  • This position works in a comfortable office setting with a computer for a large percentage of the workday. 

  • The noise level in the work environment is usually mild. 

Minimum Qualifications

  • Education and Experience requirements at this level consist of five years of experience in computer or network operations, production control, programming or computer analysis, including two years in a supervisory, team leader or project manager capacity; or an equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems course work for each year of the required non-supervisory, leadership or management experience with a maximum substitution of two years plus one additional year of professional supervisory experience in data processing and one additional year of qualifying experience in an administrative capacity. No substitution will be permitted for the required additional one year of professional supervisory experience.
