Summary

The primary purpose of this position is to assist the District of Columbia Housing Authority (“DCHA” or “Authority”) in determining eligibility for participation in the Housing Choice Voucher Program (“HCVP”) and to effect appropriate Quality Control measures in the HCVP and Public Housing/Property Management Operations. Specifically, the incumbent manages the other Compliance and Quality Assurance Coordinators and plans, coordinates, conducts, and/or oversees selected quality control inspections conducted by HCVP Inspectors, conduct mold samplings as requested, lead dust samplings and quality control on lead assessments. Additionally, the incumbent complies with legal requirements applying to the identification, testing and abatement of asbestos, mold, lead and other hazardous substances encountered during building, renovation, construction, and demolition. In doing so, incumbent is responsible for promoting an agency-wide environment ensuring the integrity, reliability of information, appropriate transaction authorization, and safeguarding of regulatory compliance. All activities must support DCHA's strategic goals and objectives and produce the results which accomplish the goals of the Office of Audit and Compliance (“OAC”).

The OAC is an independent appraisal function within DCHA with a dual reporting relationship to both the Board of Commissioners and the Executive Director. OAC serves as a resource to the Board of Commissioners, the Executive Director, and the Senior Management Team in the effective discharge of their responsibilities by providing independent assessments on whether financial and operating information is accurate and reliable; risks to the agency are identified and minimized; external regulations and acceptable internal policies and procedures are followed; satisfactory operating criteria are met; resources are used efficiently and economically; and DCHA’s objectives are effectively achieved. OAC serves as liaison and coordinator of DCHA’s interest with the Federal and District of Columbia regulatory agencies in reporting actions to correct violations pursuant to audit and compliance responsibilities.

Essential Duties and Responsibilities

• Exercises supervisory control over assigned staff. Assigns work based on priorities, requirements of assignments, and staff capabilities. Ensures timely performance of work and quality standards are met. Reviews subordinates’ work by accepting, amending, or rejecting work as appropriate.
• Provides direction and support to Compliance and Quality Assurance Coordinators and conducts performance evaluations for direct reports.
• Provides guidance to Audit and Compliance leadership on inspection-related matters, instrumental in creating internal controls, trains staff, supports inspectors with complex cases, and promotes safe housing for owners and families.
• Serves as the backup Safety Officer for DCHA, and collaborates in designing and overseeing a safety program focused on protecting employees who may be exposed to hazardous substances.
• Recommends ending housing assistance payments through the Housing Choice Voucher Program when serious violations are not addressed.
• Leads and performs highly sensitive inspections of selected housing units determining if they meet housing codes and quality standards.
• Ensures DCHA staff who might be exposed to hazardous substances are fully trained and equipped, and all compliance records are properly maintained and stored.
• Reviews and evaluates inspection results verifying if they meet all relevant laws, regulations, policies, and procedures, and checks for missing or conflicting information.
• Tracks and follows up on corrective actions ensuring full compliance with DCHA and federal

• Verifies contractors are properly licensed and certified, and ensures both pre-removal and post-removal testing meet legal standards.
