This incumbent assists the LCD Operations Lead and team in the management, coordination, planning, contracting, budgeting, scheduling, and tracking of significant facility/site activation events and deliverables for the Site and Ship Activation Team. He/she provides on-site program continuity, technical and analytical assistance in the preparation of team briefings, correspondence, data analysis and distribution. As an operations analyst, they support a matrixed team of government, military, and contractor personnel supporting Site Activation and Introduction to Service activity.
Specifically, the incumbent supports the following team activities:
Current Operations: The team is responsible for scheduling and de-conflicting events, real-time assignment of traveling team composition, ensuring sufficient funding, monitoring event execution, and ensuring after-action activity completion. Incumbent uses established meetings, processes, and tools to accomplish this task.
Scheduling: The team leads the development, build and management of the LCD Integrated Master Schedule to track site activation events as a part of the Intro to Service planning activities. As such, must be capable of developing schedules from elements in facilities planning documentation, Site Activation reports, and F-35 JPO documents (Master Schedule, etc). The team supports the Program Management of Site, Ship, and Depot Activation milestones/ activities within the F-35 Enterprise Integrated Master Schedule as it relates to all phases of site activation from preparation for first aircraft arrival, through Initial Operational Capability (IOC) declaration, to last aircraft arrival at a given site/ship. Further, responsible for managing of scheduled events via LCD tools and procedures.
Budget: The team is responsible to develop, build, manage, and reconcile the team travel budget from cradle to grave. Responsible for obligation, expenditures and routine reconciliation of team funds.
Document Management: The team leads the effort to manage all reports delivered by the LCD Team Leads, industry, the services, and customers from Site Activation (SA) events. Required to actively manage, catalogue and build Document Manager (DM) files to support future data management and data gathering activities.
Contract Management: The team is responsible for the internal execution of LCD contracting activity to include requirement development, scheduling, tracking of expenditures, tracking of contract execution, performance evaluation, and consolidation of future requirements. She/he leads the effort in the Technical Evaluation of Proposals and ensures compliance with mandated suspense’s.
Planning: The team leads the effort to develop and maintain all sustainment plans and site execution events within the cognizance of LCD via the Integrated Sustainment Plans (ISP), Site Specific Activation Plans (SSAP), Site Specific Master Plan (SSAMP), LCD input into the Weapon System Planning Document (WSPD), trip reports, and other Program supporting plans and deliverables. He/she coordinates reviews and provides insight into the development of the overarching structural documentation to include strategy and budget.
Software Tools: The team acts as the lead, Technical Point of Contract (TPOC) and Project Manager (PM) for all LCD software tools (LSET, AIT, and IOP tracker). Further, the team is responsible for development of future software tools such as a F-35 Beddown Management Tool.
Site Activation General Support: The team supports other Logistics Capability Delivery activities as directed to include: Sustainment Readiness Reviews; Integrated Sustainment Plan generation; Site Activation events; and onsite/offsite conferences and working groups, various briefings.
Software Skills: Must be able to compose/update documents and design/build management products using all Microsoft (MS) Office products and other applications as required. These include, but are not limited to, MS Outlook, PowerPoint, Word, Excel, and Project.

Required:
Ability to obtain a secret clearance.
Able to support CONUS/OCONUS Travel 8-10 times/year
Desired:
Knowledge of military aviation maintenance, supply, operations, and/or life cycle logistics infrastructure and processes.
Bachelors Degree or Higher with course work in either business, logistics, management, or finance.
Greater than 10 years experience in:
