Project Control Billing Manager

We are seeking an experienced Project Control Billing Manager to coordinate and maintain monthly invoice schedule, unbilled analysis, and overall contract billing life cycle from initial setup through contract closeout. The day-to-day activities would include supporting a single market sector with project setup and billing and leading junior billers who support their own portfolios. The job requires close interaction with the CGS Program Finance group and CGS Contracts team, as well as the Project Managers and Sector Lead. The individual should have a clear understanding of the various types of contract invoices submitted to the government, familiarity with the month end close process, unbilled analysis, DSO, and common audit requests.

 

Key responsibilities:

Responsibilities include, but are not limited to:

• Lead all aspects of billing and contract closeout billing activities, as well as Accounts Receivable and Cash collection for a portfolio of projects

• Generate various monthly complex invoices (FFP, Cost Type, and T&M) and perform related accounts receivable activities

• Setup projects and workforces in Deltek Costpoint; enter all contract funding modifications and PLC information

• Attend internal contract kickoff meetings; create and maintain electronic billing files for each project

• Manage the submission of invoices to the Government/prime contractor via WAWF, IPP or e-mail in compliance with contract billing instructions

• Manage a team of 2 billers

• Coordinate with internal and external auditors to provide requested billing items

• Support month end and year end close out tasks related to project accounting, contract costs and revenue

Required Experience:

• Bachelor’s degree or equivalent experience in lieu of degree

• 8+years accounting, auditing or financial analysis experience.

• Proven experience with full-cycle billing in Costpoint

• 2 years’ experience leading a team

• Familiarity with project set-up process in Costpoint

• Billing experience in a government contracting environment

• Read, write and understand the English language at a proficient level.

• Proficiency using Microsoft Office, specifically Excel, along with General Ledger/Sub Ledger accounting systems.

• Solid understanding of accounting principles and practices (GAAP Standards).

• Self-starting and meticulous attention to detail is required
