MEDICAID OVERVIEW:
Medicaid is the nation’s public health insurance program for people with low income. It is the primary program providing comprehensive coverage of health care, long-term services, and it is jointly financed by the Federal government and States. Currently, there are over 76,000 Durham County Medicaid recipients. Medicaid provides health coverage to eligible individuals who meet certain criteria. The Medicaid program serves pregnant women, children of low-income families, children in foster care, individuals with disabilities, seniors and parents or caregivers with low income. The Division of Medicaid consists of 145 positions which serve Durham County’s residents. The division includes Program Managers, supervisors, and caseworkers who determine eligibility as well as recertify individuals who continue to meet the eligibility requirements. Additionally, the division provides operational support services for Food & Nutrition, Work First Cash Assistance, Childcare, CIP, and LIEAP programs regarding policies and procedure in NC FAST.
RESPONSIBILITIES:
The primary purpose of this Division is assisting families in receiving the appropriate Medicaid Health Insurance Plan. Families served in this Division receive Medicaid and the staff are responsible for Children and Family Medicaid and Adult Medicaid, applications and re-certifications.
KNOWLEDGE SKILLS AND ABILITIES:
- Providing leadership and direction for program development and standards, analyses, and operations.
- Planning, organizing, managing, and directing the effective delivery of Medicaid programs.
- Responsible for planning the short and long-range work operations, priorities, and goals for Medicaid programs.
- Knowledge and skills in NC Fast required including entering and reviewing applications and recertifications, and monitoring program reports.
- Works with the Deputy Human Services Director in strategic planning, developing, implementing, and improving delivery of services and meeting mandated program performance measures.
- Leads a team of program managers and supervisors that manage staff and programs. Ensures balance of workloads within units and subunits.
- Responsible for directing, training, evaluating staff and has substantial influence in hiring and employment decisions.
- Ensures all training programs meet the needs of staff.
- Responsible for developing, managing, and overseeing the Medicaid program budget.
- Responsible for ensuring that program managers and supervisors evaluate quality of work for adherence to Federal, State, and County standards.
- Reviews eligibility work by evaluating quality assurance reports, state computer error printouts, and input from program managers and supervisors.
- Serves on Human Services leadership team which plans for future directions within the department.
- Reviews and modifies division, program and service delivery policies, systems, and procedures.
- Resolves complaints, problems, and grievances concerning the service programs.
- Attends meetings as required.
- Performs related tasks as required to potentially include but not limited to emergency shelter operations.
