The Naval Sustainment portfolio within the Naval Power Strategic Business Unit is looking for a highly motivated, well-organized Contracts Manager to join our team in support of the Aegis Performance Based Logistics (PBL) and the Close-In Weapon System (CIWS) programs. The Naval Sustainment team specializes in sensors, command and control, and precision weapon solutions to protect allied ships and sailors around the world.

The Contracts Manager will provide contract leadership for the Aegis PBL Program and will lead a team of at least two (2) direct reports responsible for the CIWS spares and repairs portfolio. The Contracts Manager is responsible for management and on-the-job training of contracts team, providing guidance on contractual terms and conditions to internal team, risk assessment and mitigating solutions, incorporation of best practices, and policy compliance.

This role will work closely with the Program Management, Finance, and Supply Chain functions to construct, submit and negotiate price proposals; provide support to senior management regarding contractual and business issues; ensure that negotiated terms and conditions comply with company policies; and advise management of contractual rights and obligations.

To be effective in this role, you must be able to work independently to solve complex contractual issues and have excellent communication skills. A deep background and knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) is required as well as excellent negotiation skills.

This role has been deemed to be remote – work responsibilities will be done primarily off-site. While remote employees’ work is not regularly done on-site, there may be requirements to come on-site periodically. With this in mind, candidates should be located in or around one of Raytheon’s primary locations: Huntsville, AL, Tucson, AZ; El Segundo, CA; Aurora, CO; Farmington, CT; Louisville, KY, North Boston, MA; Portsmouth, RI, McKinney, TX; Northern VA. Please note that role type assignments are not permanent and may change as position responsibilities change due to business needs or if you change positions. 

What You Will Do

  • Support the professional development of at least two (2) team members, to include workload assignment, training opportunities, performance reviews and mentoring.
  • Support the contracts lifecycle, inclusive of proposal development as well as leadership and administration of contracts within a diverse customer portfolio.
  • Interface with customers and stakeholders on contracting matters and ensure that proposed and negotiated terms and conditions comply with company policies.
  • Advise program management of contractual rights and obligations and possible mitigation of contractual/program risks.
  • Work closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to construct, submit, and negotiate pricing proposals.
  • Analyze Request for Proposals (RFPs) and provide guidance within the proposal teams during development and negotiation.
  • Develop relationships with and serve as the focal point of contact with the customers’ Contract Managers, DCAA, and DCMA.
  • Shape views of key stakeholders and negotiate to create the best outcomes possible.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years’ experience
  • Relevant experience administering U.S. Government contracts under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience in Proposals development
  • Experience in Contracts negotiations
  • Experience leading a team
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
