Redwood Credit Union is looking for our next Assistant Manager, Construction Lending who will be esponsible for the planning, implementation, and management of all activities related to residential and commercial construction lending and rebuild programs for Redwood Credit Union (RCU). Assists Management in making key decisions that require knowledge of residential construction, mortgage, and compliance. Maintains excellent Member service levels.Further, this individual will make recommendations and provide feedback to the Mortgage Lending Manager to fulfill strategic goals and meet expectations, while assisting with the oversight and management of lending system projects.
ESSENTIAL FUNCTIONS:Construction Lending and Insurance Fund Administration• Thorough knowledge of construction lending processes and procedures.• Provide management and oversight of the construction lending and rebuild programs, including development and implementation of department policies and procedures.• Review and make recommendations regarding loan structure, conditions precedent to loan closing, and progress draw administration procedures appropriate for the project to mitigate risk and include in loan documents.• Review construction documents including, but not limited to; the hard and soft cost budgets, plans, specifications, permits, and contracts (with the architect, general contractor, subcontractors, project managers, owner's representative and other project consultants).• Provide contractor assessment to determine if the capacity and experience of the proposed general contractor is appropriate for a proposed project.• Extensively use project management skills to continually improve processes and create efficiencies.• Collaborate with Business Lending unit managers to ensure excellent member service standards are met.• Ensure compliance with pertinent government rules and regulations.
Project Management• Administer and process construction draws, including proper draw retention management, ensuring the Member’s and Credit Union’s interests are protected, work is properly completed, and that the Credit Union maintains/preserves its priority lien position free of mechanic’s liens.• Provide resolution for deficiencies that arise prior to granting final approval for further disbursement to ensure that the project adheres to plans, does not incur cost overruns or liens, and to determine if progress supports funding of requested draws.• Follow up with borrowers and/or contractors on any risks or deficiencies identified in the review and/or arising from the third-party consultant's report. If applicable, assist in selection and engage approved third-party consultants to review the cost and constructability of proposed real estate projects.• Partner with Mortgage Lending Manager to manage contract review, negotiation, acceptance and renewal in conjunction with internal compliance and vendor management.• Ensure all contract review and vendor review documents and reports are provided timely to Mortgage Lending Manager prior to Compliance’s final review.
