OVERVIEW:
The State of Maine Project Management Office is seeking an Agency employee to fill the Associate Director of Project Management (Public Service Manager II) vacancy. The Maine PMO has a supportive culture of innovation, creativity and exploration and we are excited about growing our team.
ABOUT THE JOB DETAILS:
The Associate Director of Project Management position is a member of the Project Management Offices senior management team. This position supervises and directs Project Managers, while working closely with State of Maine agencies to propose policies and initiatives aligned with their strategic goals.
Responsibilities of this senior management position will include completing strategic program portfolios, managing and assigning resources of both contracted and state employees, determining the tracking performance data, collaborating with senior leadership of State of Maine agencies to create such policies, plans, and frameworks to reach Departmental strategic goals, acting as both a champion and catalyst for change within the Project Management Office and when encountering changes initiated by other State of Maine agencies and departments, supervising and directing the activities of the Project Management team, prioritizing tasks to meet deliverables and commitments on time, facilitating events and programs to assist agencies in the establishment and documentation of organizational priorities, designing and recommending such structures that allow for the realization of those priorities.
Leadership:
- The Associate Director of Project Management, through its direct reports, will be responsible for several concurrent projects in various stages of planning and/or implementation. Such projects may span across multiple Agencies, Offices, and teams. This position is empowered to make decisions involving escalation of issues, identification of risks, mitigation strategies, and appropriate communications at all levels of State Government. This will be accomplished by using change management methodologies and best practices, as well as exercising independent judgment, initiative, and discretion.
Perferred Skills:
- Knowledge and experience creating large and comprehensive strategic policies and plans involving multiple stakeholders
- In-depth knowledge/understanding of the Project Management methodology and a broad understanding and awareness of the application of those methodologies
- Understanding of government organization is required
- Ability to work effectively in a business and technical environment
- Effective use of project management methods and tools
- Initiative and ability to set stretch goals
- Ability to negotiate effectively with business and IT partners on business requirements and timeframes on mid-to-large-size initiatives
- Ability to rally support among peers and work effectively within challenging situations
- Analytical and problem-solving skills and the ability to balance the need to gather detail with the need to solve the problem
- General management skills including conflict resolution and negotiation skills, facilitation and elicitation skills

- Ability to identify and apply different communication mediums based on a content and audience at all levels (both internal and external to Maine gov) to achieve intended goal
MINIMUM QUALIFICATIONS
- A minimum of 5 years combination of related post-secondary education, and management work experience. Management experience within a technology-related field preferred, but not required. Related training
