Overview:

Oak Ridge National Laboratory (ORNL) is seeking a Facility Operations Manager for the Bethel Valley Complex of Nuclear Facilities at Oak Ridge National Laboratory (ORNL). This position resides in NNFD’s Facility Management Section and supports the Complex Facility Manager and support personnel in charge of 3 nuclear facilities. 

 

A multitude of research and production organizations conduct processes responsible for the reliable delivery of radioisotope products to support our world class radioisotope production program as well research and development of advanced reactor fuel designs. This work supports the largest radioisotope production and research portfolio within the Department of Energy (DOE) Office of Science for Isotope R&D and Production. Work is performed in gloveboxes/shielded hot cells within several unique radiological and nuclear facilities throughout the ORNL campus.

 

Major Duties/Responsibilities:

  • Serve as the primary interface between the occupant organizations (the tenants) and the organization providing facility management services (Nonreactor Nuclear Facilities Division, a.k.a., the landlord). Provide needed guidance and information to the facility manager to ensure that facilities are maintained in accordance with the Facility Use Agreement (FUA).
  • Obtain and maintain qualifications for Complex Facility Manager (CFM). Serve as CFM during CFM absence.
  • Provide leadership for implementation of strategies and mission by frequent personal interaction with customers.
  • Provide support to R&D conducted within the facilities.
  • Maintain consistency between facility management service provider’s goals and facility occupant’s needs.
  • Initiate and/or concur with procedure revisions as needed for facility operations as well as occupant developed procedures.
  • Ensure that responses to alarms and off-normal events are appropriate and documented.
  • Ensure documentation of major facility activities and events are appropriately documented in narrative logbooks and/or completed working copies of procedures.
  • Direct operations activities, including facility shutdown in the event of an emergency or a required evacuation.
  • Maintain cognizance of the RSSs in effect for their facilities.
  • Ensure compliant and efficient performance of operations within the assigned facility.
  • Notify the CFM of incidents, occurrences and other actions or activities, as required.
  • Identify issues requiring USQ Screening/USQDs and bring them to the attention of the CFM.
  • Identify, to the CFM and Facility Supervisor, facility maintenance and upgrades needed to maintain compliance with ES&H requirements.
  • Ensure operations are conducted in accordance with the requirements of safety documentation, DOE O 422.1, Conduct of Operations, NNFD-011, Conduct of Operations Manual, and approved procedures.
  • Assist CFM with Conduct of Operations management assessments.
  • Document the results of inspections, tests, and safety reviews, and report identified deficiencies and nonconformance's to the CFM.
  • Ensure that facility personnel qualifications are maintained current.
  • Verify that all required TSR surveillances are completed per the frequency and applicability requirements described within the TSR, and ensure TSR surveillances, round sheets, and logs are complete and accurately reflect facility operational conditions observed and actions taken.
  • Verify the proper "TSR MODE" is established, prior to authorizing the start of evolutions requiring a specific TSR MODE.
  • Coordinate, monitor, and supervise activities provided by support personnel in the facility, including surveillance testing of fire detection and protection systems, security systems, and radiation detection and criticality accident alarm
