-ANTICIPATED VACANCY-

 

The Maine Department of Agriculture, Conservation and Forestry, Bureau of Parks and Lands, is recruiting to fill the position of a Planning and Research Associate II in Augusta.  

 

AGENCY DESCRIPTION: The purpose of the Bureau of Parks and Lands is to manage state-owned lands for a sustained yield of multiple use natural resource values and public recreation. The Submerged Lands Program provides management of state-owned submerged lands which requires a balance between the protection of public trust rights and the private use of submerged lands.

 

BRIEF JOB DESCRIPTION: This position will perform professional planning and research work in support of the Submerged Lands Program. 

Responsibilities will include: 

  • Researching, analyzing, and inventorying structures on Maine's submerged lands
  • Developing, maintaining, and stewarding this information in a computerized database
  • Assisting in the development and administration of grant programs
  • Training new staff as necessary

The position will participate in the review and processing of proposals for structures on submerged lands; documenting and tracking leases and easements conveyed under this program; development of public notices, findings of fact and decisions issued by the Bureau; and preparation of program leases, easements, and correspondence with other local, state and federal agencies. The position will utilize a variety of desktop products and software in identifying, documenting, analyzing, and mapping submerged lands data.  

Knowledge of Maine’s coastal issues and real-estate fundamentals (deeds, surveys, etc.) is preferred.

MINIMUM QUALIFICATIONS: An eight (8) year combination of education, training, and/or experience providing a knowledge of planning and research principles, practices, and techniques.

Preference will be given to candidates who have the following: 

  • A combination of education, training, and/or experience providing knowledge in permitting, land use planning and regulation
  • Knowledge, or experience, in natural resources and coastal issues
  • Knowledge of the public trust doctrine
  • Experience with Access database software and GIS
