Financial Management Lead – HUD_ Disaster Recovery

ICF is seeking a Financial Management Lead who will support government agencies on projects that aim to reduce future disaster risk. As Financial Management Lead, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) and/or Disaster Recovery (CDBG-DR) programs, 2 CFR 200 Uniform Requirements, 24 CFR 570, DRGR, financial management systems, as well as FEMA and other applicable federal disaster recovery and mitigation programs.
To be considered, you must reside in or around the Philadelphia, PA ~ Dallas / Fort Worth, TX or Mobile, AL /Pensacola, FL (preferably Baldwin County) area.
The Financial Management Lead will work with the Program Manager, senior ICF staff, subject matter experts, and others to assist the client with project management and implementation of infrastructure and resilience related activities to ensure smooth project performance. This role is key to ensuring costs and activities are eligible and accounted for accurately. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements for HUD-funded programs.
Key Responsibilities:
- Develop monthly reports to ensure project costs are coded appropriately to the project codes
- Assist with the forecasting and planning process
- Support analysis of actual results against budget/forecasts and determine variance drivers
- Work in close collaboration with on-site Leads and with the PMO and project management to support best practices and client policies
- Develop weekly, monthly, and quarterly budget/process reports to be submitted to the client and management team
- Support the PMO ensuring accurate information is incorporated into project management control tools, techniques, and plans
- Manage multiple tasks and assignments independently under limited supervision
- Financial management, report development, and the use of data visualization tools such as MS Excel, iDashboards, Power BI, etc.
- Oversee multiple projects, priorities, and competing deadlines and rapidly adapting to changing production requirements and schedules
Basic Qualifications:
- Bachelor’s in accounting, business administration, economics, or related field
- At least five (5) years of experience working in a similar role, such as accounting or ensuring financial compliance of federally funded projects and programs
- 3+ years of experience working with CDBG, CDBG-DR, CDBG-MIT, and other federal, state, or local grants
- 2+ years of experience working with accounting and financial management database software
- 2 + years of expertise in 2 CFR 200
Preferred Skills/Experience:
- Experience working in a consulting firm, development organization, or public agency preferred
- Experience with accounting database tools, such as Quick Base or CostPoint
- Researching and applying federal requirements associated with state and local government financial management using HUD CDBG-DR/MIT or regular CDBG funding
- Knowledge of similar federally funded disaster recovery and mitigation programs
- Experience bridging state/local financial systems with DRGR
- Bilingual (Spanish and English)

- Ability to work collaboratively with diverse stakeholders including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public.
- Team player with the ability to work in a fast-paced environment and juggle multiple projects and deadlines
- Microsoft Word, Excel, PowerPoint, OnBase, Adobe Pro, MS Publisher or similar, MS Access or other database program/software, SharePoint, SAP, at an advanced level
- Strong analytical, problem-solving and decision-making capabilities
