DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer, Office of Tax and Revenue (OTR). The incumbent is responsible for planning, directing, and coordinating all activities and operations related to tax administration for the Government of the District of Columbia. The Deputy Chief Financial Officer advises the Chief Financial Officer (CFO) and Deputy CFO and Chief of Staff on tax policy, the administration of tax laws, regulations, fees, and property assessments, and the collection, deposit and enforcement of all District tax revenues and receivables. Duties include but are not limited to: 
  • leading the planning, coordinating, and directing of OTR programs, policies, and operations, ensuring effective administration of individual, business, and real property tax regulations;
  • developing and proposing major tax administration strategies, policies, and legislative recommendations, and providing expert guidance on fiscal, revenue, and compliance impacts across the District;
  • overseeing and approving complex tax assessments, determinations, exemptions, penalties, and offers in compromise, and exercising final authority on taxpayer disputes and administrative decisions;
  • ensuring the effective collection, deposit, and enforcement of all District tax revenues, including managing delinquent accounts and other receivables;
  • engaging with taxpayers, representatives, and stakeholder groups to resolve high-level issues, clarify complex tax policies, and promote transparency and understanding of the District’s revenue goals; and 
  • performs other duties as assigned. 

Examples of duties

The ideal candidate will have ten (10) years of progressive experience to include four (4) years at the managerial level, overseeing complex tax administration operations such as: collections and enforcement, audit programs, returns processing, revenue accounting, real property tax functions, or tax information systems. Experience must include interpreting and applying tax laws and regulations; and providing authoritative guidance on tax policy, legislation, and fiscal impacts. Experience should also include reviewing and/or making final determinations on complex tax matters and supervising senior staff while leading multi-division tax or financial operations.

In addition, applicants must possess a bachelor’s degree from an accredited US institution in accounting, business administration, finance, public administration, business law, tax law or related field. Applicants must submit an official transcript that verifies the bachelor’s degree in order to be considered.  If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).

Qualifications

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
