Job Description

AECOM is seeking a Prevention of Sexual Abuse Compliance Manager to support the Health and Human Services (HHS) Influx Facilities.

This role is anticipated to be based within 240 miles of the Border with Mexico, however, final site location has yet to be determined, and this role is contingent upon client award, which is expected in late summer, early fall 2023.

The Prevention of Sexual Abuse Compliance Manager will report directly to the Manager of Behavioral Health Services and ORR's Prevention of Sexual Abuse Coordinator (PSA Coordinator) for the HHS Influx facility and be responsible for the Key Responsibilities listed below.

About the Opportunity

The US Department of Health and Human Services (HHS), Administration for Children and Families (ACF), and the Office of Refugee Resettlement (ORR) historically cares for Unaccompanied Children (UC) crossing into the United States. As required by the Flores Settlement Agreement, ORR must deliver safe, child-friendly care for these children. ORR needs a trusted partner to manage and provide a full spectrum of services. To achieve ORR’s objectives, AECOM has partnered with industry leading firms to create TeamCARE.

Key Responsibilities:

  • Responsible for compliance with Interim Final Rule (IFR) and related policies

  • Will oversee compliance efforts program-wide

  • Serve as the point of contact for ORR’s PSA Coordinator

  • Must work with ORR to put in place a plan to ensure every child survivor will be provided all required information and services in an equal, fair, and timely manner that is respectful to the principles and beliefs of the care provider

  • Understand reporting requirements for incidents related to sexual abuse, sexual harassment, inappropriate sexual behavior, and staff code of conduct violations

  • Understand reporting requirements for ORR and state specific entities

  • Participate in facility’s incident review team

  • The Prevention Sexual Abuse Manager is responsible for managing implementation and ongoing compliance with the IFR on preventing, detecting, and responding to sexual abuse and sexual harassment

  • Ensure that all processes and policies are adhered to ensure sexual abuse and sexual harassment concerns are addressed as per policy and contractual compliance obligations

  • Identify gaps in service, deficiencies, barriers, and strengths in the design and implementation of services

  • Deliver PSA training for all staff, contractors, and volunteers.

Qualifications

Minimum Requirements:

  • Bachelor’s Degree + 6 years of relevant experience, with 3 years experience in compliance, risk
