Job Description

1.     Act as the principal point of contact with the customer, with responsibility for assuring customer satisfaction in terms of product performance, delivery, cost, and related areas.

2.     Act as principal point of contact with senior management to assure management understanding, appropriate teamwork and adequate resources, reports, and program status.  Foster the resolution of major problems and coordinate efforts among all management as necessary to assure corrective action.

3.     Responsible for initial program planning including proposal philosophy coordination, proposal preparation; statements of work specifications; estimation of product or service costs and the negotiation of contract prices, financial terms and program requirements; and the subsequent administration of contracts, establishment of cost controls and budgets, and the monitoring, reporting and justifying of costs.  Responsible for yearly production and billing plans.

4.     Responsible for establishing and monitoring adherence to master program plans and schedules, preparing and issuing operational and program directives and controlling product configuration.

5.     Responsible for developing and maintaining appropriate customer contacts and for the strategic expansion of the business within the technical scope of the program through the support of related business opportunities.  Coordinate with business development and marketing personnel as appropriate and assist in the preparation and implementation of business development and marketing plans.

6.     Responsible for defining and directing the performance of program functional task elements such as procurement, manufacturing, quality, configuration, logistics, administrative functions, contracts administration, facilities, etc.

7.     Review and approve all contract changes with special attention paid to cost, schedule and risk elements.

8.     Assure effective communication and teamwork among all functional department heads and program functional team members contributing to the Program.

9.     Conduct periodic program status review meetings with major program contributors, report status relative to all aspects of program objectives, and assure resolution of program performance problems.

10.   Participate in formulating plans and objectives for the program area and generally review and approve projects and their implementation within the various functional areas.

11.   Assure satisfactory field service support to customer as required.                                 

12.   Select, train and develop subordinates.  Assign work for most efficient utilization of personnel, reviewing their activities to assure quality performance.  Make appropriate promotional and salary recommendations, or terminations.

 

Qualifications

  1. Proven capability of driving cost down on ongoing production programs.
  2. Proven capability of managing cross functional team with conflicting/competing priorities (manufacturing, supply chain, engineering, etc.).  Demonstrated experience working in these functions or successfully leading a cross functional team.
  3. Proven capability of transitioning products from development into production.
  4. Proven capability of creating and maintaining constructive customer relationships.
  5. A Bachelor's degree in Engineering with a MS or MBA desired
  6. Ten or more years related engineering and management experience to be proficient in the above areas or an equivalent combination of education and experience.  

Preferred

  • Experience with DoD Engineering Change Proposal (ECP) process, including identification, proposing, and production cut-in.
