Contract Program Security Officer (CPSO)

Terran Orbital is seeking an experienced Contract Program Security Officer (CPSO) to join our growing team. Reporting to the VP of Facility Security, the Contract Program Security Officer is responsible for developing, implementing, and managing a highly effective security program consistent with all regulatory and government policies. You will serve as the primary point of contact for managing the facility's Personnel and Industrial Security programs and ensuring compliance with the National Industrial Security Program (NISP), Intelligence Community Directives (ICDs), Contract Security Classification Specifications (DD254), and other applicable policies/directives. As the CPSO, you will work closely with various agencies to organize and maintain the company's facility clearance and accreditation.

Key Duties and Responsibilities

• Create and maintain appropriate security documentation, such as program security plans, program protection plans, and CONOPS
• Assist in developing, documenting, and maintaining program security processes, security manuals, and standard operating procedures
• Use a risk-management-based approach for the implementation of the security program
• Provide day-to-day security support that includes continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems
• Process and protect personally identifiable information (PII) and other sensitive, personal information with regard to reporting responsibilities in a professional manner
• Review Program Protection Plans and provide technical insight on any necessary additions or improvements as required
• Write Policies and Guidebooks about the Program Protection Plan, including templates, technical guidance, and overall PPP management.
• Liaison with local and federal law enforcement, federal investigators, and emergency response personnel where necessary
• Provide continuing education and training programs such as briefings and newsletters
• Manage foreign travel security and effectively report program for employees that frequently travel to various locations
• Track security clearance investigations and perform administrative support functions to include DISS and eQIP administration and outgoing visit requests
• Provide security briefings, debriefings, and awareness training for site personnel
• Review the details and requirements issued in formal DD254 contracts. Review of required forms, process, and screen of security forms (SF86, SF85) of various background investigations, and associated paperwork for accuracy
• Conduct annual self-inspections for the Sensitive Compartmented Information Facilities (SCIF)

Requirements

• Top Secret/SCI clearance is required
• 6+ years of experience in distinct functional or cross-functional security areas, including personnel, physical, industrial security, computer investigations, classification management, operational security, or security education
• Minimum of 6-8 years of experience performing security duties in an environment subject to NISP guidance, DCSA background investigations, and intelligence community (IC)
• Professional experience as an FSO/AFSO and CPSO
• Demonstrated leadership, communication, and interpersonal skills required, as well as strong analytical ability leading to exemplary execution
• Mastery of the National Industrial Security Program Operating Manual (NISPOM)
• Must be able to work independently and irregular hours, as required.
• Ability to solve complex challenges independently in compliance with written and verbal guidance is required
• Ability to conduct investigations objectively and professionally regarding sensitive issues
• Fully competent in using various software and systems, including MS Suite, Intrusion Detection/Camera Systems, Access Readers, and Badging Software.
• Completion of all Defense Security Service FSO training requirements
• Industrial Security Professional (ISP) certification is a plus.
• Prior experience building out/accrediting and maintaining a SCIF is a plus
• ITAR and Export Control knowledge a plus
