Job Description Summary

Organization's Summary Statement:
This Applied Research Laboratory Intelligence and Security (ARLIS) position is a multidisciplinary security position requiring a qualified security professional who will play a critical role in support of Department of Defense (DoD) special access programs (SAPs), safeguarding classified information, and maintaining the security of industrial facilities involved in DoD and Intelligence Community (IC)-related projects. The Program Security Specialist (PSS) is responsible for the security management, oversight, and administration of highly sensitive programs that have DoD-mandated security measures exceeding 32 CFR, Part 117 (NISPOM) requirements. Additionally, the PSS provides security administration, logistics, meeting, and event support and ensures the protection of classified information and materials within an industrial or government contractor setting. The PSS is responsible for implementing and managing security measures, policies, and procedures to safeguard sensitive information from unauthorized access, disclosure, or compromise. The PSS ensures compliance with all relevant laws, regulations, and guidelines related to industrial security practices as referenced by 32 CFR, Part 117, Intelligence Community Directives (ICD), and DoD Directive 5205.11, and DoD Manual 5205.07, Volumes 1-3. In addition to those responsibilities, the PSS will be the primary point of contact and security manager for hosting of external groups to ARLIS for official events, visits, and meetings. The PSS will report directly to the Deputy Director of Security.

Physical Demands:
• Must be able to sit or stand either inside or outside for extended periods while maintaining a high level of vigilance and attention to detail
• Must be able to perform inspections both inside (e.g.- desks checks) and outside of facility (exterior building and grounds; this occasionally requires visual checks under raised floors and above ceilings
• Must be able to spend long periods of time standing and walking when escorting uncleared visitors or similar access-control related duties
• Must be able to perform data entry and security-related computer-based tasks for significant periods of time.
• Must be able to respond to visual and auditory alarms and other indicators of emergency situations within the time and response parameters outlined in the appropriate DCIDs, ICDs, NISPOM/32 CFR Part 117, and facility operating procedures.
• Must be able to communicate visually and verbally with others effectively during both normal and emergency operations.
• Occasional lifting and moving of equipment and supplies with weights of up to 25-30 pounds.
• This is an essential position supporting ARLIS security, occasionally requiring attendance on evenings, weekends, holidays, and during emergency closings, such as inclement weather.

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university.

Experience: Five (5) years of experience in industrial security management within cleared facilities, including oversight of Sensitive Compartmented Information Facilities (SCIFs) or Special Access Program Facilities (SAPFs).

Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Knowledge, Skills, Abilities:

Knowledge of Department of Defense (DoD) and Intelligence Community (IC) security policies, regulations, and procedures, including NISPOM, ICDs, and DoDM 5205.07 series.

Knowledge of security risk assessment, incident reporting, and mitigation strategies within classified environments.

Skill in analyzing and problem solving to assess security threats, ensure compliance, and resolve complex issues.

Skill in effectively conveying security requirements, policies, and procedures to stakeholders orally and in writing.

Ability to stand/walk for extended periods, including during escorting and facility inspections.

Ability to lift to 30 lbs., perform under-floor and above-ceiling checks.

Ability to visual and auditory alarms and emergency situations in compliance with security directives.

Additional Job Details

Preferences:
• Bachelor's degree or equivalent security experience. 
• 3-5 years experience as a CPSO or industrial security specialist managing SAP-related programs in a facility (or facilities) containing SCIFs or SAPFs including having responsibilities for opening, closing, securing, monitoring, and auditing such facilities.
• Preferred (at least one): CDSE, Introduction to SAPs - SA101.01 and SAP Mid-Level Security Management - SA201.01
