Senior Human Resources Generalist
Cherokee Federal is seeking a strategic and detail-oriented Senior Human Resources Generalist to serve as an HR Win Partner. In this role, you’ll provide essential HR support while playing a key part in business development through proposal preparation, pricing strategies, and operational readiness. This role includes traditional HR responsibilities, junior HRBP-level support to business leaders, and may supervise HR Generalist I roles.

Senior Human Resources Generalist Responsibilities Include:
- Provide advanced HR support across functions including policy interpretation.
- May lead or guide HR Generalist I staff in day-to-day HR operations, ensuring consistency and compliance.
- Partner with department leaders to advise on organizational effectiveness, staffing strategies, and HR best practices.
- Oversee the development, implementation, and monitoring of HR programs.
- Support recruitment by collaborating with Talent Acquisition on job development, internal postings, and hiring decisions.
- Conduct HR data analysis and make recommendations based on insights (e.g., turnover, engagement, compensation trends).
- Ensure compliance with federal contractor requirements and support diversity, equity, and inclusion initiatives.
- Conduct and improve new employee orientation processes to support onboarding success.
- Serve as an HR contributor across the business development lifecycle—including capture, pricing, and proposal phases.
- Collaborate cross-functionally with Proposals, Pricing, Operations, and Talent Acquisition teams to ensure people strategies support business development objectives.
- Analyze labor categories, benefits structures, and compensation benchmarks to align with competitive proposal submissions.
- Draft or review HR-related proposal content, including staffing plans, onboarding programs, key personnel narratives, and retention strategies.
- Partner with Pricing to validate salary structures, fringe costs, and cost realism from an HR perspective.
- Support talent acquisition in planning for future award-based hiring through incumbent outreach, job design, and compensation planning.
- Contribute to post-award transition planning, including offer strategies, onboarding scheduling, and HR readiness support for new programs.

Senior Human Resources Generalist Experience, Education, Skills, Abilities requested:
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 8+ years of progressive HR experience, including experience supporting federal contracting or compliance-heavy environments.
- Demonstrated ability to supervise or mentor junior HR staff.
- Strong knowledge of employment laws (EEO, AAP, FMLA, ADA, etc.) and HR program administration.
- Proficiency in analyzing HR data, producing reports, and driving process improvement.
- HR certification (PHR, SHRM-CP) preferred.
- Demonstrated experience supporting proposal development or cost/pricing processes in a federal contracting environment.
- Familiarity with federal acquisition regulations (FAR) and Service Contract Act (SCA) principles.
- Ability to partner cross-functionally in fast-paced, deadline-driven proposal environments.
- Experience supporting talent capture strategies, compensation modeling, or HR compliance in proposal work.
- Must pass pre-employment qualifications of Cherokee Federal
