About the role

Job Summary
Manages Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA) and multi-media compliance review programs for active railroad facilities in 26 states, D.C and two Canadian provinces. 

Oversees all aspects of hazardous, universal, special and non-hazardous waste management at over 400 facilities, with a goal to maintain compliance while minimizing impact on business activities.  Creates and/or maintains policies related to proper staging and shipment of various waste types. Maintains facility generator status consistent with waste generation rates, processes payments for required agency fees, and submits annual and bi-annual reports. Develops and delivers material for annual training.  Subject matter expert for all local, state, and federal regulations related to waste.

Obtains and modifies Title V and Minor Source Permits as needed to support facility operations. Assists in the development, evaluation, and implementation of compliance programs supporting CAA permits, including training, monitoring, record keeping and reporting.  Subject matter expert for all local, state, and federal regulations related to air.

Manages a comprehensive program for conducting third party and in-house multi-media environmental compliance reviews at various railroad facilities.  Adjusts environmental review protocol as appropriate to stay current with changes in local, state, and federal regulations and facility activities.  Collects and presents trends and metrics from environmental review findings to senior management and recommends new policy needs and changes based on the results. 

Coordinates with and oversees 3rd party contractors & consultants to support these programs, reviews and approves invoicing in accordance with aligned budgets.

Primary Activities and Responsibilities

Resource Conservation and Recovery Act Program

  • Prepares, reviews, and submits RCRA environmental reports to state, federal, and local authorities 
  • Prepares and submits applications to obtain new generator IDs or change status of existing generator ID locations 
  • Manages all agency fee payments associated with the waste program
  • Ensures compliance with RCRA regulations in rail yards and facilities by developing/maintaining policies and policy training programs
  • Oversees waste shipping processes and ensures that paperwork is completed properly and timely 
  • Reviews federal, state, and local regulations and changes to determine applicability to CSXT facilities and provides notification of new RCRA regulations to appropriate personnel
  • Maintains documentation and databases associated with RCRA programs 
  • Miscellaneous activities and responsibilities as assigned by manager

Clean Air Act Program

  • Prepares, reviews, and submits CAA environmental reports to state, federal, and local authorities 
  • Prepares applications to secure new or to modify existing CAA permits and negotiates with regulatory agencies for approval of necessary permit modifications 
  • Ensures compliance with CAA regulations in rail yards and facilities by developing policies and training programs
  • Reviews federal, state, and local regulations and changes to determine applicability to CSXT facilities and provides notification of new CAA regulations to appropriate personnel
  • Maintains files and databases associated with CAA programs 
  • Miscellaneous activities and responsibilities as assigned by manager

Multi-Media Environmental Compliance Review Program

  • Assesses environmental risk associated with over 400 facilities to determine the depth of environmental review that is appropriate
  • Leads teams of consultants providing guidance and expertise in environmental compliance and best practices
  • Analyzes review findings to identify areas of non-compliance and potential environmental risk
  • Provides leadership and collaborates with field personnel regarding the development and implementation of corrective actions required to address review findings
  • Collaborates with program managers and other stakeholders to stay updated on environmental standards and legislation relevant to railroad operations
  • Prepares and presents comprehensive reports on review findings, recommendations and progress of corrective measures to senior management
  • Manages program budget, resources and timelines effectively
  • Miscellaneous activities and responsibilities as assigned by manager

Minimum Qualifications

  • Bachelor's Degree/4-year Degree
  • 5 or more years of experience in experience managing RCRA, CAA and compliance review programs
