Job title - Land Rights Agent
Location - Oakland, CA (Hybrid -once a month required in Oakland General Office)
99% of the time the role is remote with potential onsite one-off meetings in OGO/San Ramon or Vacaville for all-hands, or in response to an emergency where connectivity is lost. pre-approved travel expense for onsite meetings

The Emergency Management Advancement Program (EMAP) was created in 2013 to ensure that the necessary tools, people, and processes are in place before a disaster strikes. Our emergency land procurement team is tasked with the goal of emergency land acquisition as well as pre-securing license agreements with property owners for sites on which client can set up a base camp or staging area to respond to a future emergency. This process helps to ensure that client can activate one or multiple needed base camps or staging areas as soon as possible in responding to emergencies.
Duties:
- Flexibility to work nights, weekends, and be available for regular on-call weekend shifts as needed to support emergency land acquisition needs during fires, storms, power shutoffs, atmospheric rivers, etc.
- Pre-mobilization assistance, helping our field-based teams define scope, seek owner approval, and establish spatial needs through collaboration with our partners in Logistics and Environmental
- Mobilization assistance to include “releasing” sites for use via email communications, documentation and resolution of site issues or damages, and the management of access and agreement terms as determined by working with the property owner
- Demobilization assistance to include de-escalation of site issues, documentation of site restoration, processing site use compensation, agreement obligations
- Negotiates or assists in negotiating the acquisition of real property and property rights for emergency property use, including safety consideration, damages, access, layout, owner/tenant interference, illegal activity, scope changes
- Coordinates the preparation of documents for acquisition of property and land rights, generates property owner lists, coordinates with multiple lines of business and stakeholders, provides property owner notification for survey and biological studies, construction, vegetation management, and other projects, and prepares Release to Construction letters.
- Responsible for inputting information into project estimating and project tracking programs.
- Obtain/request project cost data and compile information as requested.
- Assist in preparing payment schedule spreadsheets and maintain multiple internal databases.
- Track and process Land documents, process land drafts for IRS reporting and process requests for checks for payments of land rights and other expenditures.
Required Education
- Responsible for inputting information into project estimating and project tracking programs.

Education:
