Position Overview and Responsibilities:

The Florida Department of Environmental Protection’s (DEP) Division of State Lands is Florida’s lead agency for environmental management and stewardship, serving as staff to the Board of Trustees of the Internal Improvement Trust Fund. This position serves within the Division of State Lands’ Revenue Section which is responsible for the collection and tracking of all fees and revenue due to the Board of Trustees for activities occurring on Board of Trustees-owned land. The Division of State Lands’ Revenue Section also assists DEP’s district regulatory staff and provides public education related to fee reporting and collection.  This position will perform the following duties and responsibilities:

 

  • Conducts organizational studies and evaluations on office procedures, providing technical assistance and developing procedures to assist the Division of State Lands to operate more efficiently and effectively.
  • Responsible for ensuring production-specific performance through data analysis, collaborative development processes, and disseminating information to promote staff empowerment and informed decision making. Will identify and recommend technical resources needed for process improvement, including continual review of the data process flow related to all Division-wide proprietary databases.
  • Provides daily consultation and assistance to management and staff in the management and operation of the revenue and collection policies and procedures.
  • Performs in-depth, detailed fiscal audits, analyses, assessments, and recommendations for lease accounts.
  • Identifies and resolves issues and problems related to lease fees. Operation and development of the revenue tracking systems including production of reports.
  • Consults with the Division of State Lands’ Bureau of Finance and Accounting to develop new processes, resolve issues with the revenue tracking system and reconcile accounts.
  • Implement administrative service policies and procedures or program policies and procedures, including but not limited to the identification and implementation of the revenue and collection policy. 
  • Assists in the review of rules pertaining to revenue, collection, and revenue reporting.
  • Implements required procedural changes and maintains/updates the procedure’s manual.
  • Prepares and/or reviews correspondence related to revenue collection, accounting, and budgeting to assure compliance with agency and division standards.
  • Coordinate with district staff on the analyses, assessments, and recommendation on lease fees in arrear calculations.
  • Prepare audits and analyze detailed and complex reports for collection of past due fees, track collection projections and receipts of past due accounts.
  • Prepares and participates in the preparation of various collection reports.
  • Supervises and manages direct reports by providing guidance, direction, and review of their work to effectively implement programs and meet priorities.
  • Address challenges and communicate issues to senior management. Set performance goals, expectations, and deadlines. Manage personnel issues, including hiring, training, mentoring, evaluating, and any disciplinary actions for staff under supervision.
  • Perform other work as assigned.
