Technical Program Manager

MANTECH Seeks a highly motivated Technical Program Manager to support the primary technical execution and optimization of the US Army Corps of Engineers (USACE) transition from legacy databases to the Program and Project Management Information System (PROMIS)—commonly known as P2.  This is a mission-critical enterprise IT platform used by the USACE to plan, automate, execute, and report across its global portfolio of civil works and military construction projects. 

Responsibilities include but are not limited to:  

• Cloud & Hybrid Architecture Integration: Manage temporary hybrid connection strategies (such as DBLink) alongside modern cloud orchestration tools like Oracle Integration Cloud (OIC) to bridge legacy interfaces with modern cloud environments like Oracle Primavera Cloud (OPC). 
• Enterprise Data Migration & Mapping: Provide data mapping, schema table loading, and orchestrating large-scale bulk migrations of complex project data from legacy databases to cloud infrastructures. 
• Phased Deployment & Release Management: Track record of directing structured, multi-phase deployment strategies, managing the critical path from initial pilot project validation through full enterprise rollouts executed across multiple user waves. 
• Cloud Infrastructure & CI/CD Pipelines: Manage secure cloud environments (such as OCI/OC3) and supervising the implementation of automated CI/CD tools (e.g., GitHub, Visual Studio) to ensure release stability and minimize environment downtime. 
• Government Cybersecurity Compliance & ATO Governance: Navigate government resource constraints, finalizing strict technical documentation, and maintaining readiness for formal Cybersecurity Authority to Operate (ATO) renewals.

Minimum Qualifications:  

• Bachelor's degree in STEM or Business field.
• 8+ years of experience in Defense Contracting or US Military Environment
