Environmental Compliance Manager - California

Position Summary:
The Environmental Compliance Manager (ECM) is responsible for ensuring comprehensive environmental compliance across all California facilities operated by PTS. This role involves developing and implementing compliance strategies, conducting facility inspections, managing regulatory relationships, and producing detailed annual compliance reports to meet legal requirements. This role will also serve to increase environmental compliance awareness and visibility and reduce the organization’s environmental liabilities. This role is critical to our business goal of conducting our business in a manner that is protective of the environment and in compliance with applicable rules and regulations.
Qualified candidates for this role will have at least five years of hands-on experience in hazardous materials management. Optimal candidates will have extensive knowledge of California environmental regulations including federal, state, and local levels.
Major Responsibilities:
Compliance Program Development & Implementation
• Develop and maintain a comprehensive written compliance plan for all California facilities
• Create policies and procedures ensuring adherence to all applicable environmental laws and regulations
• Establish protocols for timely inspections, equipment maintenance, and regulatory compliance
• Design and oversee employee training programs for facility compliance requirements
• Ensure proper implementation and oversight of DO requirements at all facilities
• Ensure prompt response protocols for non-compliance findings and equipment failures
Facility Management & Oversight
• Maintain access to and review all inspection reports from regulatory agencies and private contractors
• Monitor and analyze monthly DO reports from across all California facilities and coordinate with DO contractors/vendors to ensure complete and accurate reporting
• Coordinate with the California Field Environmental Compliance Team.
• Ensure DO’s are properly certified, trained, and performing required duties
• Ensure timely completion of monthly DO inspections and alarm log maintenance and other required daily and monthly inspections
• Oversee equipment maintenance, repair schedules, and document retention requirements
• Verify compliance with DO certification renewal, any continuing education requirements, and any Penske or legally required environmental training.
Annual Reporting & Documentation
• Conduct comprehensive annual inspections of all facilities each year
• Prepare and submit detailed Annual Status Reports covering 12-month compliance periods for all facilities
• Review and analyze regulatory inspection findings, violation notices, and corrective actions
• Evaluate DO performance and compliance with program requirements
• Document compliance effectiveness and recommend improvement measures
• Maintain detailed records of UST alarm logs, training documentation, and hazardous waste storage inspections
Regulatory Relations & Violation Management
• Serve as a liaison with environmental regulatory agencies
• Review and assist with responses to any notices of violation or compliance findings
• Coordinate corrective actions and demonstrate return to compliance
• Ensure timely submission of required certifications and testing reports
• Maintain current knowledge of DO program updates and regulatory changes, including creating, managing, and updating a regulatory register of all proposed and newly applicable environmental laws.
• Maintain current knowledge of evolving regulatory requirements
Annual Status Report Components
• Facility inspection summaries and compliance assessments
• Review of all regulatory and contractor inspection reports
• Analysis of DO monthly reports and performance metrics
• Analysis of violation notices and corrective action effectiveness
• Documentation of employee training and compliance understanding
• Attachment of required certifications, testing reports, and monitoring data
Ongoing Documentation
• Monthly DO inspection report reviews and performance evaluations
• Equipment maintenance and repair tracking
• Regulatory correspondence and violation response documentation
• Training records and compliance plan updates
• DO certification tracking and renewal schedule
Other projects and tasks as assigned.
Qualifications:
• Bachelor's Degree required with a concentration in Environmental/Earth Sciences, Environmental Engineering, Occupational/Industrial Hygiene or Safety preferred
• Certified Hazardous Materials Manager (CHMM), Professional
