About the Position:

The Virginia State Police (VSP) is seeking to hire an Accounts Payable Accountant in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Supervising, coordinating, and reviewing the work activities and workflows in the Accounts Payable Unit, which is responsible for auditing and processing payments in excess of $100,000,000 annually ensuring compliance with Commonwealth Accounting Policies and Procedures (CAPP) Manual, Department’s internal written policy, and Prompt Pay Act.
• Analyzing the efficiency of the Accounts Payable Unit’s work processes and the effectiveness of the unit’s internal controls in order to improve resource allocation, productivity, outcomes, and compliance with Department of Accounts (DOA) CAPP Manual.

Minimum Qualifications

Knowledge:

• Of Generally Accepted Accounting Principles (GAAP).
• Of Commonwealth of Virginia payment practices and policies.
• Of Accounts Payable function and the recording, auditing, and approval of financial transactions for compliance with state and Department policies, procedures, and regulations.

Skill:

• In the use of personal computers and using Microsoft Office applications.
• In using a 10-key adding machine.

Ability:

• To research, investigate, evaluate and reconcile complex financial data including the ability to analyze the Department’s chart of accounts to apply to expenditure coding and journal transactions.
• To plan, assign, and supervise the work of staff; organize and prioritize workflow responsibilities for unit members.
• To communicate effectively orally and in writing in English with internal and external customers.
• To manage the Department issued credit card with integrity.
• To work independently and as a team member.
• To analyze, comprehend and apply State Commonwealth Accounting Policies and Procedures (CAPP) Manual compliance regulations, and other written policies.
• To pay attention to detail.
• Experience in monitoring, analyzing, and reconciling accounts payable transactions, workflows, and processes.
• Experience in accounting analysis, forecasting, or fiscal administration.
• Demonstrated experience working with complex financial systems and ability to produce and analyze financial reports.
• Graduation from high school or equivalent.

Additional Considerations

• Prior experience in Virginia State Government is preferred.
