The Springfield Mill is a complex, fully integrated pulp and paper manufacturing facility. The mill includes chip processing, pulping, paper machine, power and recovery boilers, and effluent treatment. The environmental manager leads both the day to day and long term activities for the mill’s wastewater treatment plant, air compliance program, solid and hazardous waste programs, SPCC, LDAR, and chemical management systems. The Environmental Manager provides the direction to two environmental engineers, two wastewater treatment plant operators, and two lab technicians.
The Environmental Manager is responsible for the overall waste management operations and community right to know reporting at the Springfield, Oregon paper mill. This position reports directly to the Environmental, Health & Safety Manger.
The Job You Will Perform:
- Serve as the technical expert for Environmental compliance by providing regulatory guidance to mill operations, maintenance, and management
- Manage and compile environmental compliance reports and permit renewals for the following permits: NPDES Permit, Title V Air Permit, Stormwater Permit, Landfill Permits.
- Lead water and waste reduction initiatives.
- Maintain systems to ensure ongoing compliance.
- Interface with operation departments to communicate and define their role in execution of their environmental accountabilities.
- Ensures compliance with federal and state environmental regulations for solid waste and hazardous materials
- Prepare reports pursuant to EPCRA, CERCLA and TSCA
- Monitor and coordinate the packaging, transport and disposal of hazardous materials and non-hazardous wastes in compliance with EPA and DOT regulations
- Track and schedule needed equipment maintenance in association with mill maintenance planners and supervisors
- Interface with regulatory agencies to ensure the understanding of, and compliance with, all applicable environmental regulations and requirements
- Identify opportunities for operational cost reductions
- Initiate process and operational changes or capital projects to achieve cost reductions or improved performance
- Provide strong leadership with regard to safety performance; set high expectations for the safe performance of all tasks; manage all department operations to ensure safe working conditions exist and that work may be conducted safely; personally comply with all mill safety requirements
- Update mill-specific environmental training materials and environmental manage training activities
- Maintain priority on 100% compliance with all mill environmental and safety obligations
- Assist department and mill personnel, as assigned by the EHS&S manager, to complete priority objectives
- Consistently function with the goal of improving the mill’s long term profitability, high levels of safety performance, and good community relations
- May monitor and coordinate the testing and reporting of wastewater, storm water, and air emissions in compliance with regulations and permits
- May manage the performance of air quality related work efforts which include the oversight of NSPS, MACT, and Title V programs
- May oversee budgeting costs associated with contractor/consultant work products
