The Space Dynamics Laboratory (SDL) is seeking a Section Head to support SDL’s Mission Systems Branch within the C4ISR Systems Division. The core responsibility for this position is to assist with portfolio management and to help ensure that all current programs and projects remain successful and exceed customer expectations
The section head must be able to lead other Program Managers and ensure program execution and reporting on programmatic elements, including cost, schedule, and technical performance; work closely with highly technical personnel; understand and translate customer needs; and identify appropriate resources to fulfill requirements. The Section head assists with developing and executing the branch strategy, guiding the development of strategic capabilities, supervising and mentoring program managers and technical leads, and identifying and retaining key talent within the section. The section head also assists the branch head with monthly Program Assurance reporting and with maintaining compliance with SDL’s AS9100 processes.
The section head will assist with business development, requiring a strong understanding of DoD acquisition processes, system program office operations, systems or software systems engineering, cloud computing concepts, engineering processes. Additionally, the Section Head will assist with guiding technology evolution and innovation in strategic thrust areas to adapt technical capabilities for new business prospects.
Responsibilities:
- Portfolio execution: program risk, cost, schedule, resources and performance activities to ensure high customer satisfaction levels
- Coordinate resources, staffing, and facility needs
- Identify and resolve critical resource gaps (staff, facilities, etc.)
- Directly supervise program managers and technical leads and provide leadership functions including mentoring, training, motivating, appraising, rewarding, balancing workload, and team building
- Help interview, recruit, and retain top talent, assisting with HR processes as needed
- Branch-level reporting and escalation as required, including status reports for programs, monthly program assurance charts, etc...
- Assist with branch business development activities including proposal support and approvals, technical conferences, and marketing materials
- Continually strengthen customer relationships
- Support technical roadmap development; create and enhance strategic capabilities for current and future core competencies
- Bachelors degree (Masters Degree preferred)
- 5 or more years of experience in program management
- Demonstrated ability to organize and manage a team, develop and execute program schedules, and manage budgets to meet deadlines and customer expectations
- Sound understanding of government procurement processes, systems and/or software engineering, architecture, Agile process, configuration management, etc.
- Strong analytical skills with ability to identify portfolio risk and opportunities and impact to branch goals
- Effective communicator and presenter
- Able to travel as program needs dictate
