SALARY RANGE:  $111,478.00 - $183,868.00

STARTING PAY RANGE:  $111,478.00 TO $138,000.00

JOB SUMMARY

The City of Baltimore Department of Human Resources seeks a dynamic thought leader to serve as its Chief of Engagement and Strategic Partnership. The successful incumbent will serve as the lead for Citywide initiatives related to employee engagement, and human resources continuous improvement through stakeholder feedback. The role will work across all functional areas of DHR and collaborate with agencies across City government to elevate their performance and address their unique needs through strategic HR partnership. The successful candidate will lead a team of employee engagement professionals to execute strategic programs, support DHR initiatives and maintain the upmost integrity.

ESSENTIAL FUNCTIONS

  • Serves as the primary point of contact for enterprise-wide engagement socialization and presentation, representing DHR leadership at events and forums related to engagement activities.
  • Develop long-term strategies and sponsors key initiatives to promote and achieve a culture of service excellence and employee engagement.
  • Lead projects to apply established business process improvement methods to define, measure, analyze, improve, and control to standardize and improve Citywide human resources business processes and procedures.
  • Collects timely data to support employee engagement initiatives through focus groups, surveys, town halls, one-on-one interviews, and other methodology; evaluates and applies the data to support decisions.
  • Strategically collaborates with and builds relationships across DHR offices, city agencies and key external stakeholders.
  • Utilize demographic data to engage with city agencies and develop human resource strategies to increase internal diversity, equity and inclusion.
  • Responsible for managing systems, processes, timelines and metrics for Performance Development to include managing the annual planning calendar and activities.

MINIMUM QUALIFICATIONS

EDUCATION

Bachelor’s degree (preferably a master’s) from an accredited college or university.

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated experience in developing and implementing successful employee engagement programs and across large organizations.
  • Highly-motivated individual with excellent interpersonal and communication skills and the ability to quickly develop effective working relationships.
  • A high level of professionalism, integrity, and ethics, with the ability to maintain confidentiality and handle sensitive and confidential information and situations.
  • Strong strategy development, project management, problem-solving, and decision-making skills, with the ability to plan, organize, execute, and evaluate multiple projects and tasks simultaneously, within budget and deadlines.
  • Exceptional analytical skills with the ability to work through processes, identify and implement process improvements and resolve complex situations.
  • Ability to conduct research, compile data and prepare statistical and narrative reports; to exercise sound judgement in arriving at conclusions, and to make concise recommendations based on this information.
  • Ability to work in a fast-paced environment and effectively manage several complex objectives simultaneously while prioritizing objectives, driving strategic plans, and measuring effectiveness.
