Job Description:

The Oregon Department of Emergency Management (OEM) is excited to announce a new opportunity for a Mitigation Program Representative (Program Analyst 2) to join our team! We welcome you to join us today!

The Department currently has an opening for two full-time Mitigation Program Representatives (Program Analyst 2) within the Mitigation Section of OEM in Salem, Oregon. These are full-time, limited duration positions. These positions have the opportunity to work remotely and support a hybrid (work from home/in office) work schedule. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. Please note, applications may be used to fill future vacancies.

The Mitigation Program Representative coordinate with and support the State Hazard Mitigation Officer (SHMO), Deputy SHMO, and/or Special Projects Coordinator in the administration and management of the State’s Hazard Mitigation Program objectives through a statewide natural hazards mitigation initiative accomplished, largely, with federal funding. Mitigation planning is essential to an effective statewide natural hazards mitigation program, and this position includes managing participation in local, regional and state hazard mitigation planning efforts to reduce or eliminate the loss of life, public infrastructure and private property due to natural disasters. This position supports the SHMO, Deputy SHMO, and/or Special Projects Coordinator and works closely with local, state and federal agency representatives to leverage other program resources and accomplish mitigation objectives in a timely and efficient manner.

General duties:

  • Coordinates the state’s grants related to mitigation, including working with state agencies, local jurisdictions, special districts and associations, academia, and others on natural hazards mitigation assistance grants and implementation of mitigation strategies.

  • Supports the development of multi-disaster grant programs, application development and review, technical assistance, evaluation, and closure process for hazard mitigation projects after Presidentially declared major disasters and/or FEMA non disaster competitive grants.

  • Reviews and approves with the SHMO and/or Deputy SHMO resources on behalf of the agency, state and locals.

  • Will provide technical assistance and support for State, Local, Tribal, or other eligible jurisdictions who are applying for HMA grants

  • Administer natural hazard mitigation activities, provides policy recommendations, and supports program development and implementation

  • During Joint Field Office (JFO) operations, acts as a coordinator for FEMA mitigation staff and contractors working on mitigation project development and specifications, and conducts field inspections to ensure compliance.

  • Advises the SHMO, Deputy SHMO, and/or State Coordinating Officer on all mitigation matters.
