AttainX, Inc. is in search of a Data Sharing and Governance Lead to provide expert leadership and guidance to our federal government client. In this role, you will be responsible for leading the overall efforts to expand the agile rollout of data governance/management strategies, policies, practices, processes and key performance indicators (metrics) across a complex, loosely federated mission space. You will build relationships with agency oversight offices (policy, privacy, legal), IT and other program offices and directorates. You must consistently engage and communicate with leadership – connecting strategy, policy and planning for constituent groups that may not be familiar with data governance or management approaches.
Qualifications and Education Requirements:
Basic Qualifications:
- 5+ years of professional experience successfully establishing effective data governance/management in a large, complex organization AND have one of the following below:
- Project Management Professional (PMP) certification OR
- An additional 5 years of professional experience in planning, executing and implementing projects and managing stakeholders (relevant experience includes evidence of work in federal data sharing activities (business and technical) that demonstrate developing, negotiating and successfully implementing a data sharing arrangement).
- Bachelor’s degree in information systems, data analytics, data management, data policy development or a similar field.
- Proven experience leading data governance initiatives and projects.
- Knowledge and understanding of data governance principles, practices and tools.
- Experience and expertise in data management, data sharing, publication and standardization across large organizations.
- Excellent communication and presentation skills.
- Ability to work effectively with cross-functional teams and various stakeholders.
- Expertise in analytical and critical thinking skills.
- Familiarity with enterprise data architectures, analytics platforms and reporting tools.
- Ability to translate business needs into technical solutions and align data initiatives with organizational goals.
- Attention to detail with an ability to operate effectively across multiple priorities.
- Ability to work in a fast-paced, dynamic environment and adapt to changing priorities
Preferred Qualifications:
- USCIS background and client experience.
- An understanding of artificial intelligence (AI), machine learning and advanced analytics applications.
- Knowledge of federal data policies, compliance requirements and governance frameworks (e.g., FISMA, OMB M-19-18, Federal Data Strategy).
Skills: Data governance, data management, agile project management and stakeholder management.
Duties:
- Support the implementation of new methods to automate the governance of data and metadata, including developing methods to govern relationships among multiple data sets, identify effects of metadata changes and generate reports or visualizations to support metadata and data changes.
- Consult with data owners, Office of the Chief Data Officer (OCDO) leadership, technical partners (e.g., OIT) and other OCDO branches.
- Translate complex technical processes and concepts into business-oriented content for discussion and decision.
- Align efforts with strategic priorities and actively innovate automation to support governance priorities and enhance the mission.
- Facilitate and support data governance meetings, councils and forums across multiple data domains and functional areas.
- Discover, create and innovate new opportunities for operational data governance within the organization.
- Collaborate with offices and leadership to create a governance-centric culture.
- Provide assistance to establish and promote integrated data governance organizational structures to support decision-making on integrity, policy and investment for data use, analysis and automation.
