Project Overview

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Position Summary

Develops, integrates, and implements all aspects of project-related Environment, Safety and Health (ES&H) (including medical and industrial hygiene), processes, plans, procedures, systems, methods and policies critical to the success of ES&H. Ensures that complex requirements are properly interpreted by evaluating and applying appropriate ES&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with ES&H requirements applicable to the assigned project. Provides technical assistance and supervisory direction to other ES&H project personnel. Identifies resources needed to implement the ES&H programs/plans. 

 

Provides technical oversight of the project’s ES&H compliance activities through identification and integration of applicable requirements into project construction plans and schedules and other field execution activities. Works directly with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in integrating and/or addressing the applicable ES&H requirements in their work activities. 

 

Supervision Received

  • Receives technical and administrative supervision, and assignments from the Project ES&H Manager. 

 

Supervision Exercised

  • Directly supervises other environmental, safety, and/or health personnel as requested by the Project ES&H Manager.
  • Provides technical oversight and direction to vendors and/or contractors/subcontractors. May also supervise contract ES&H personnel.

 

Contacts

  • Maintains relationships with internal organizations, customers, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of ES&H functional responsibilities into project design specifications, construction plans and schedules, and subcontractor bid packages.
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards as they apply to the project.
  • Maintains frequent communications with representatives of Bechtel or client insurance brokers/carriers to obtain and exchange information on claims and the loss prevention program.
  • Maintains contact with other environmental, safety and/or health personnel to keep informed of changing requirements and to provide technical assistance as needed.
