Position Summary

The Director of Planning, Design, and Construction for IPF provides leadership and strategic vision to approximately 55 support and professional staff (including temporary, on‐call, and student employees). This position oversees approximately $200 million in annual capital project expenditures and is responsible for shaping the department to reinforce collaboration, accountability, responsibility, and stewardship. This position also promotes an environment that recognizes and supports diversity, creating a climate that values initiative, innovation, service excellence, continual learning, stewardship, and the achievement of results.

The Planning, Design, and Construction (PDC) department is responsible for:

• Providing architectural, engineering, construction, landscape design, interior design, and management services for campus infrastructure and facility capital projects and utility distribution planning.
• Managing cost estimating, contract documents, and procurement of professional services for all major capital projects.
• Capital projects and interior design services for teaching and learning spaces, athletic spaces, offices, and public areas on campus.
• Designing of landscaping, roads, and sidewalks and is responsible for the long‐term physical development of MSU's campus.
• Developing, managing, and implementing the future landscape and land use laid out in the Campus Master Plan.
• Supporting MSU’s Stewardship & Sustainability goals by working with decision‐makers to focus on energy policies, monitoring and verifying energy consumption and performance on campus.
• Enhancing campus landscape through the Campus Beautification Initiative.
• Responding to emergency events on campus, including floods, power outages, fires, or other significant emergency events.
• Committee participation including, but not limited to:
  • Public Art on Campus
  • Campus Infrastructure Planning Work Group (CIPWG)
  • Executive Committed for Buildings, Facilities, and Space (ECBFS)

The department serves various stakeholders on campus including Athletics, Student Life & Engagement, a variety of academic units and Colleges in partnership with Institutional Space Planning and Management, as well as the core infrastructure needs for campus.

The department coordinates with the MSU IT Facilities Information Services team to maintain information about the physical infrastructure of MSU. Functional areas include building operational drawings, mapping, document management, coordination of utility staking through Building Services, and infrastructure data, providing services both internally to the university and to the public.

As part of their responsibilities and to add value and assist all levels of administration in achieving University goals and objectives, the Director of Planning, Design, and Construction is responsible for creating a high‐performing, transparent and customer‐focused organizational group. Specific responsibilities include:

Culture & Engagement – 45%

• Use Performance Management Program as a planning and evaluation tool to guide, engage and motivate staff to succeed by using T‐shape goal development, with a concentration on succession planning and life‐long learning.
• Recruit and retain a diverse staff of well qualified and high performing professionals; Create a positive work environment for employees, incorporating the University’s commitment to equal opportunity and diversity in hiring, retaining and promoting employees.
• Promote employee engagement by coaching and mentoring current staff to develop talents and expertise and empowering employees to use their full range of strengths and abilities.
• Consult and advise managers and supervisors in functional areas on direction of Unit, staffing, and action planning aligned with the strategic direction of IPF, budget, performance, and team accountability.
• Lead with an emphasis on empathic employee engagement by interacting with staff at all levels and encouraging collaborative communication and innovation through teamwork.
• Own the responsibility for articulating and reinforcing the culture of IPF.
• Initiate and lead customer engagement initiatives to bridge communication between employees and customers.
• Act as a steward to preserve and maintain the campus as a teaching, demonstration, and research resource for university faculty, staff, students, and visitors.
• Ensure accountability by holding staff to University Polices, processes, and procedures with an emphasis on safety, compliance, fiscal responsibility, professional behavior, communication, and collaboration.
