Director, Pre-Construction ($150,900.00-$221,700.00)

Position Summary:

The Director, Pre-Construction is primarily responsible for the daily management, supervision, coordination, and successful completion of the pre-construction phase of development to meet cost objectives with respect to budgeting, estimating, value engineering, bidding, purchasing, contracting, and scheduling of all projects. 

Job Duties:

• Keep current on changes and trends in construction materials and labor costs and prepare regular update reports for review by the Construction Group. 
• Establish true, overall construction cost inflation factor rates and report on trending at least quarterly. 
• Develop, maintain, and update a Historical Cost Database to draw from in estimating future projects. 
• Prepare, maintain, and update a Construction Hard Cost Matrix by product type and publish not less than quarterly. 
• Actively participate with internal teams that focus on continuous improvement of the pre-construction process.
• Support the Forward Planning team by preparing conceptual estimates based on broker’s packages, preliminary design documents, and/or written narratives to determine the economic viability of a project relative to total construction cost. 
• Visit prospective project sites to assess existing conditions, prepare a comprehensive Conditions Assessment Report, and produce a Conceptual Construction Cost Estimate that considers site-specific extraordinary costs. 
• Meet regularly with the Land Acquisitions group to keep apprised of future/anticipated deals.
• Participate in the due diligence process for prospective projects, preparing detailed Conceptual Construction Cost Estimates based on seller-provided plans, specifications, and reports, in addition to existing site conditions and reports prepared for the owner by its due diligence consultants. 
• Participate in the Schematic Design, Design Development, and Construction Document phases of the design process and provide real-time cost feedback to the Development Project Managers as the plans and specifications evolve. 
• Facilitate RFP process and prepare detailed construction cost estimates at key milestones as required to capital expenditure approvals from Executive Management. These key milestones may include, but are not limited to, the following: 
  • End of Schematic Design  
  • Early Demolition, Grading, and Sitework
  • Full Project Approval (at 80% CD)
• Prepare pricing for contemplated value engineering, alternative means, methods, materials, and systems, and adjust budgets per approved alternates. 
• Prepare and continually refine Construction Cost Estimating and Budgeting Templates to streamline the estimating, pricing, and budgeting processes. 
• Coordinate resolution of constructability issues during design phase and prepare pricing for alternative design concepts as needed to keep design in alignment with approved budgets. 
• Analyze general contractor fees in connection with pre-construction services and ensure accurate allocation to all active projects. 
• Overview & monitor general conditions estimates and coordinate with general contractors when required to support cost estimates.
• Other duties as assigned.

Minimum Qualifications / Other Expectations:

• Bachelor’s degree with a construction related or engineering focus.
• Five years experience as a Pre-construction manager, director or Vice President; 10 - 20 years experience in multifamily construction
• Demonstrated proficiency in the areas of estimating, scheduling, budgeting, cost control, financial reporting, interpersonal skills, computer skills, ability to communicate, both written and oral, leadership and organizational skills. 
• Demonstrated success in managing pre-construction process for major, complex projects.
• Excellent time management and organizational skills. 
• Exhibit strong leadership qualities. 
• Must be organized and capable of managing tasks on multiple, concurrent projects.
• Must be skilled in reading and interpreting plans and specifications or must be willing to acquire such skills.
• Must have good math and accounting skills. 
• Must have excellent oral and written communication skills.
• Must have well-developed interpersonal skills with the ability to establish highly functional relationships with diverse personalities both within and outside the company.
• Proficient in PC-based estimating, scheduling, and spreadsheet applications. These include Timberline, Prolog, MS Project, Excel, Word, Access, and/or other similar competing programs. 

 Compensation:

Base Pay Range: $150,900.00 - $221,700.00
