THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $79,473.00 - $91,394.00.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE OF ASSOCIATE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families. The Office of the Chief Operating Officer oversees DYFJ's human resources, budget planning and management, contract management and information technology management activities. DYFJ is responsible for policy development, quality assurance, planning, performance improvement, and contract and fiscal management of DYFJ contracted providers including oversight of a multi-million-dollar human service contracts that support justice involved youth through community-based preventive services, Close to Home residential juvenile justice facilities and transition and aftercare support.
The Contract Analyst will be responsible for working closely with the Quality Assurance and Improvement team to perform the following duties but not limited to:
- Monitor vendor performance and compliance with contractual terms and conditions
- Prepare budget and conduct analysis concerning the providers operations; analyze contractor reports, prepare summaries, manage renewals, amendments and close and close outs
- Responsible for coordinating with Fiscal, QA and program leadership to review payment backup and line-item budgets for approval and to ensure invoices are aligned with Fiscal requirements
- Responsible for production and analysis of complex spending patterns and utilize data to conduct cost and operational research that capture payment differentials on PS lines, burn rates, and other analysis as requested by senior management
- Review financial, statistical invoice data and ensure that providers are adhering to ACS policies
- Prepare comprehensive reports on findings with recommendation for improved effectiveness.
- Analyze operational, incident, program, case review and other performance data to enhance methodologies and ensure accuracy and integrity of evaluations
- Assist in collection of materials for FOIL and audit requests
- Design, implement and analyze data to ensure contracted providers are meeting programmatic and contractual priorities
- Liaison with Finance, ACCO, Program leads, Quality Assurance and contracted providers to ensure the effective and efficient delivery of service
- Prepare project plans, schedule tasks and ensure accuracy and timeliness of deliverables

- Candidate will be required to conduct site visits as needed.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget
