Job Description

The Inclusive Development and Equitable Assistance (IDEA) Leader with Associate Award is a new five-year global activity, which will also include future Associate Awards. IDEA will enhance capacity among organizations of marginalized and underrepresented groups and/or people in vulnerable situations as they advance their own development goals and are more intentionally engaged in international development efforts. IDEA partners with marginalized and underrepresented groups and/or people in vulnerable situations, USAID, and other key stakeholders to shift the global discourse on equity and inclusion and implement more equitable and inclusive policies, planning and practices across USAID missions and offices to advance inclusive development and inclusive localization.  

The Grants and Sub Awards Specialist (Senior Grants and Contracts Administrator) is responsible for managing the IDEA Grants and Sub Awards Program and ensure that it runs efficiently and transparently in coordination with the Finance and Operations Director and Chief of Party. Responsibilities include, but are not limited to, grant and sub award strategy development, sub award development and modifications, workplan development, development of grant solicitations, review of grant applications, grant applicant risk assessments, selection of grantees, grantee orientation and training, grantee performance monitoring and financial management. 

The ideal candidate will be based in or near Washington, DC; however, US-based telecommuters will be considered.

The Grants and Sub Awards Specialist (Senior Grants and Contracts Administrator) will report to the Chief of Party or her designee.

You will:

  • Prepare sub award agreements and modifications and coordinate with EDC staff on related matters;
  • Develop the grant strategy and selection criteria including the Grants Manual in consultation with senior technical advisors, EDC project management team, partners and USAID;
  • Ensure the grants program complies with all EDC and USAID rules, regulations and policies and in accordance with the IDEA Grants Manual;
  • Develop grants program work plan in collaboration with the IDEA project management;
  • Direct the competitive Request for Application (RFA) processes, including the development of the RFA document and providing oversight of the review of grant applications and selection of grantees and conducting pre-RFA meetings as applicable;
  • Ensure that risk assessments are performed for each grantee and new sub award partners and that results are incorporated into the agreements;
  • Prepare grant and sub award agreements and modifications and coordinate with EDC staff on related matters;
  • Support the review of grant agreements for any modification or extension of the grant agreement, while maintaining focus on the total budget;
  • Work with the Chief of Party and Finance and Operations Director to conduct and develop capacity building plans and learning environment improvement plans that inform in-kind granting that is responsible, appropriate and strategic
  • Review grantee and subaward activity reports, deliverables, budgets, expenses, and supporting documentation to ensure compliance with the terms of the Grant and Sub Award Agreements, both financially and programmatically  
  • Supervise the timely disbursement of funds to be paid to Grantees in accordance with the terms of the grant
  • Conduct periodic field visits as well as audits to monitor grant compliance in relation to the terms and conditions of the grant agreement and recommend corrective actions, as necessary
  • Participate in the revision of the annual work plan and coordinate with the Grantees to revise the work plan and budget as necessary; 
  • Oversee the closeout of each Grant
  • Maintain a detailed grants status calendar and grants electronic filing system
  • Develop necessary guidelines for Grantees and Sub Awardees and
