Position Overview

QinetiQ US is seeking a Construction Project Manager to join our team, in support of our federal government client - the Department of Homeland Security - U.S. Customs and Border Protection - Border Patrol Air and Marine - Program Management Office (PMO).

We provide facilities, infrastructure, and related support services to the DHS CBP BPAM PMO. The PMO manages real property, engineering, acquisition and environmental management for buildings and structures nation-wide.

Responsibilities

· Manages the budget, schedule and requirements of multiple concurrent construction projects

· Liaises between project managers, other governmental entities, upper management and international border partners.

· Supports project planning, production, quality, project financial, and staff direction and oversight, and providing deliverables under the task order

· Manages client interface at the COTR level

· Reports on project progress and respond to inquiries about projects from client management and Congress. Interface regularly with stakeholders to Project Managers, and other U.S. Government agencies and components

· Manages the budget, schedule and requirements of multiple concurrent projects. Liaise between project managers, USACE, other governmental entities, upper management and international CBP partners to ensure that projects align with the goals of each stakeholder

· Develops scopes of work and project requirement packages for new projects in the portfolio; this involves working with stakeholders to determine the requirements of the project and liaise with the technical experts who can develop project strategy/solutions (engineering, environmental, real estate, and cost estimates) for these requirements

· Assists government stakeholders to create and manage the budgets and schedules and prioritizing of current and future year construction project plans for the program

· Resolves urgent, time sensitive or unforeseen issues that arise in construction projects related to funding, project coordination and construction issues

· Provides risk management baseline and manage contingency execution

· Monitors program funds and execute financial transactions in the government financial system

· Reports on program progress, issues and resolutions

· Coordinates with government stakeholders to ensure seamless transition from new project completion/capital asset formation to M&R coverage

· Chairs meetings, IPTs and other working groups as required

· Works with stakeholders to develop requirements packages for new construction projects

· Produces risk management quantitative assessments and status reports

· Develops and delivers weekly status reports and other ad hoc reports

Required Qualifications

· Bachelor's degree is required with a minimum of 5 years of experience in performing project management activities

· RSMeans

· Possess a proven experience developing and maintaining working relationships with high level officials and technical experts

· Ability to conduct analytic assessments of work plans and progress reports and identify strengths and weaknesses

· Ability to work collaboratively with all team members

· Excellent written and oral communication sk
