CeLeen, an operating firm of Command Holdings, is seeking a ERP System/Data Architect Subject Matter Expert for a contract within the Department of Defense (DoD) at USTRANSCOM in support of Business Process Reengineering (BPR) for the Joint Transportation Management System (JTMS).
The Data Architect SME will support the USTRANSCOM domain by leveraging expertise in Enterprise Architecture (EA) and Enterprise Resource Planning (ERP). Analyze Government Furnished Information, including DoDAF models, to conduct a thorough review that encompasses data tables, data elements, authoritative sources, external data sources, data entered directly into the JTMS, and data exchange schemas. Identify the necessary data tables and specific data elements for each proposed "To Be" JTMS process. Additionally, determine the authoritative sources for these tables and elements, including both external data and data entered into JTMS directly.
Duties and Responsibilities may include but are not limited to:
- For externally sourced data, verify whether there is an existing standard for data exchange (e.g., DTEB/DLMS EDI or API) that can be utilized. If the process necessitates data transfer from JTMS to another system, ascertain whether a standard exchange schema or format can be applied.
- Reviewing, comparing, and analyzing data from multiple sources, including but not limited to systems interface documents, databases, and data models.
- Apply architectural best practices and sound methodologies to support capabilities analysis and data modeling/design.
- Make recommendations about establishing policies for Data Masking (in the case of Personally Identifiable Information - PII), Data Sharing, and Data Protection
- Develop recommendations for authoritative sources of tables and elements necessary to support each proposed βTo Beβ JTMS process.
- Prepare and deliver planning tools and presentations to communicate architecture practices, project schedules, resource requirements, and program status.
- The ability to communicate formally and informally with government functional and technical stakeholders such as facilitate sessions with diverse stakeholders and serve as a subject matter expert (SME) in ERP, data, and IT transformation.
- Utilize ERP experience to assist federal customers in migrating from legacy systems to modern Transportation ERPs.
- Create data tables and specific data models using DoDAF standards (i.e., DIV-1, DIV-2, DIV-3)
- Building enterprise Data Dictionaries including inputs from multiple sources and systems
- Manage the enterprise terms to include identifying all required metadata and authoritative sources.
- Deliver a business-driven governance framework integrated with controlled unclassified information (CUI) policy and standards that cover both structured and unstructured data.
- Identify existing data exchanges that can be leveraged to access data from external sources.
- Assist, define, and implement a Master Date Management solution that will maintain authoritative data that is curated by its owner and supersedes all previous versions as well as synchronizes data to source program applications and accounting / financial systems providing that data
- Assist, define, and vet a Data Protection Policy that seamlessly integrates with the data governance framework
- Define a taxonomy of sensitive data elements.
- Experience in data modeling tools.
- Experience in a government space.
Expected salary range: $125,000 - $140,000
This position is contingent on contract modification.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
