Position Overview
This is a full-time position located in Oklahoma City, OK.
The Contracting & Procurement Officer II will work in the Business Operations division to provide technical and administrative support related to the contracting and procuring goods and services for the Oklahoma Turnpike Authority (OTA).
Primary Duties and Responsibilities
Responsible for the Oklahoma Turnpike Authority’s Purchase Card (P-Card) Program.
Must meet all requirements to be issued and maintain a purchase card (P-Card) and comply with all P-Card program requirements.
Reconciling credit card statements for reviewing and approving reconciled statements.
Provide technical assistance and training to OTA’s cardholders and approving officials.
Audit submitted cardholder statements for compliance with applicable state and agency policies and procedures.
Assuring program records are maintained in accordance with the record retention schedule.
All other duties as assigned.
Physical Demands and Work Environment
This position works in a comfortable office setting with a computer for a large percentage of the workday.
The noise level in the work environment is usually mild.
Must be able to lift 15 pounds at times.
This position is eligible for a hybrid work environment (in-office & remote work schedule).
Minimum Qualifications
Education and Experience requirements at this level consist of three (3) years of technical clerical work AND two (2) years of technical experience in contracting and/or procurement; or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.
Required to possess or obtain a Certified Procurement Officer (CPO) certification within one (1) year.

Comfortable interacting across multiple levels of the organization and collaborating with other departments, personnel, and external business entities
Excellent verbal, written, and interpersonal communication skills
Competent in compiling, storing, and maintaining procurement data
Perform basic math calculations and understand basic procurement terminology, such as account codes and expenditures
Intermediate proficiency in computer applications, including Adobe Acrobat Pro and Microsoft Office, specifically in Excel (must have basic to intermediate skills working with general math formulas and creating tables)
