Job Duties

The Virginia Department of Human Resource Management (DHRM) is the central human resource agency for the Commonwealth of Virginia. The Office of Human Resources Consulting Services (HRCS) develops, enhances, and maintains a comprehensive statewide suite of programs focused on four service areas: Talent Management and Policy Services; Compensation and Workforce Analytics; Workforce Development; and Shared Services. These service areas collaborate to support the Commonwealth’s goal of attracting, retaining, and motivating a highly qualified diverse and inclusive workforce.

The individual in this role will be responsible for:

· Managing the Recruitment Management System (RMS) to ensure it operates effectively and efficiently.
· Providing superior customer service to agencies, partners and applicants. Responding to customer questions and needs appropriately.
· Identifying process improvements based on applicant and recruiter feedback. Partner with ITECH team on RMS system improvements.
· Providing ongoing communications to agencies on RMS through a variety of channels.
· Utilizing knowledge of HR analytics, program performance strategies, change management, communication solutions, process improvement, and employment law to aid in the development of sound policies, tools, and resources.
· Provide consulting, coaching, and education to agency HR staff to support talent development and introduction of new tools and resources to improve recruitment and retention.
· Establishing and implementing statewide talent management protocols for recruiting. Provide recommendations for agency HR staff.
· Researches, identifies, and monitors trends that have the potential to affect the state workforce.
· Establish, build, and maintain key partnerships and pipelines to support agency sourcing needs.
· Partner with Workforce Planning Consultant to obtain and evaluate Succession Planning outcomes and their impact for Talent Acquisition needs and other Talent Management processes.

Minimum Qualifications

Extensive knowledge of recruiting and sourcing strategies and practices; considerable knowledge of applicant tracking systems; considerable knowledge of state-of-the-art or innovative approaches to human resources management, knowledge of human resource management programs and policies; ability to gather and synthesize appropriate data to
assess the applicability of innovative approaches to HR and related functions; Develop plans and manage implementation of projects and initiatives; ability to make oral and written presentations; ability to function as a team leader or team member; continuous improvement mindset; ability to influence others; strong problem solving skills; ability to provide superior customer service.

Additional Considerations

Certification by a human resource professional organization is desirable. Progressively responsible, professional level experience in human resource management, or consulting.
