Position Summary:

The Director of Development & Construction is a strategic leader responsible for driving the company growth through the development and execution of site acquisition and constructions strategies. This role leads cross functional teams in all phases of project planning from preliminary due diligence of a proposed property to post construction phases not limited to scheduling, resource allocation, project accounting, and control, while providing technical direction and ensuring compliance with quality standards, ensuring alignment with organizational objectives and operational excellence. The Director provides expert guidance on all the areas of project management such as – jurisdictional entitlement of a property, land zoning and use, knowledge of basic commercial legality, conditional use permits, permitting through jurisdictions and coordination of consultants and vendors, General Contractor and supplier management, construction management and turn over completed projects to operations.

By overseeing multiple new and acquired car wash sites, the Director ensures projects are delivered on time, within budget, and to the highest quality standards.

Essential Duties/Tasks/Responsibilities:

• Lead the permitting and construction efforts for new and existing projects.
• Collaborate with Real Estate to help identify a proposed location for viability.
• Coordinate all parties involved in the project, including jurisdictions, developers, sellers, landlords, architects, engineers, consultants, attorneys and vendors.
• Provide on-going weekly reporting to the Chief Development Officer.
• Create & monitor budgets and costs for new developments, ensuring financial discipline.
• Setup and manage the entitlement process in partnership with consultants & attorneys.
• Manage consultant coordination with architects & engineers with vendors to ensure timely & accurate completion of drawings and orders.
• Manage permit timelines and expectations with consultants & vendors.
• Setup & manage utility services (power, gas, water, sewer, internet/tv) and deliver final designs, contracts, and timing for new services to the CM & Director.
• Coordinate permit processing & payments to Jurisdiction (City, county, etc.)
• Support Real Estate with new site and project setup.
• Lead bidding, contracting and lead the construction activities, ensuring projects are delivered on time and within budget.

• 10+ years relevant hands-on commercial entitlement, permitting, zoning and project management of commercial development.
