Project Description
The scope of this effort is for The Grants Management Modernization (GMM) independent verification and validation (IV&V) and third-party testing activity support. Harmonia is providing Agile testing services and IV&V services to provide release/configuration management support. The goal of this work is to validate that the software delivered by the Program’s development team meets FEMA’s non-functional requirements. The overall scope of these services includes the Program’s target solution. Harmonia uses government and industry best practices to:
- Provide an integrated compliance team for release/configuration management services.
- Independently verify that the Program’s target solution meets documented requirements.
- Validate that the Program’s target solution meets user needs.
Position Description
Harmonia is seeking a Senior Test Engineer to support the Grants Management Modernization (GMM) program by performing Independent Verification and Validation (IV&V) and third-party Agile testing services. This role is critical to ensuring that the software solutions delivered to FEMA meet rigorous non-functional requirements, user expectations, and compliance standards.
The ideal candidate will have experience in Agile environments, a deep understanding of software quality assurance, and a passion for ensuring that mission-critical systems are reliable, compliant, and user-centric.
Responsibilities:
- Execute independent verification and validation (IV&V) activities for the GMM program’s target solution.
- Develop and implement test strategies, test plans, and test cases for non-functional requirements including performance, security, reliability, and scalability.
- Design, develop, and execute automated test scripts using test automation frameworks.
- Conduct third-party testing to assess the quality and compliance of releases provided by the program’s development team.
- Support Agile testing efforts in alignment with Harmonia's IV&V methodology and government best practices.
- Collaborate with the integrated compliance team to ensure effective release and configuration management.
- Review system documentation, requirements, and specifications to ensure test coverage and traceability.
- Participate in Agile ceremonies (e.g., sprint planning, stand-ups, retrospectives) and provide input on testability and quality metrics.
- Report defects and work with development teams to ensure timely resolution.
- Prepare test reports, dashboards, and documentation to communicate test results, risk areas, and recommendations.
- Validate that the solution meets FEMA’s business and user needs through user-centric testing approaches.
- Support audits and compliance reviews by maintaining clear records and traceability matrices.
Requirements
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
- US Citizen able to obtain a Public Trust Clearance
- 5+ years of experience in software testing and QA roles, with at least 2 years in an Agile environment.
- Strong experience with non-functional testing (performance, security, usability, etc.).
- Experience with configuration/release management processes and tools.
- Proficiency in test case design, defect management, and use of tools such as JIRA, TestRail, Selenium, Postman, or similar.
- Knowledge of DevSecOps, CI/CD pipelines, or test automation frameworks.
- Excellent communication and documentation skills.
Desired
- Familiarity with government or FEMA-related IT projects and federal compliance standards.
- 508 Test Engineer preferred
- Certifications preferred: CSQA, ICP, Certified Section 508 Trusted Tester
