Monthly Salary Range: $11,374 – $15,534

The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.
The Senior Civil Engineer is responsible for managing the engineering services section of the Housing and Community Development Department. The engineering services section provides engineering and review services for discretionary and ministerial permit approvals such as major and minor subdivisions, improvement plans, subdivision improvement agreements and processing of final and parcel maps in accordance with the Subdivision Map Act, California Environmental Quality Act (CEQA) and local ordinances. The review and/or issuance of building, encroachment, transportation, sewer connection, housing address permits and traffic impact reports is a significant element of the unit. The Senior Civil Engineer reports to the Chief of Building and oversees and manages a team of professional and technical staff directly and through subordinate supervisors.
The successful candidate will be an accomplished civil engineer who possesses exceptional project management and communication skills. The Senior Civil Engineer will have experience processing and managing complex land use development projects, proven supervisory experience with strong customer focus and experience coordinating with local, state and, federal agencies, including review of traffic impact reports related to development applications. - Plans, organizes and manages an engineering division of the Department to accomplish the design, construction, maintenance and modification of public works projects, services and facilities.
- Conducts and guides subordinate supervisors in performance appraisals, employee counseling and documentation, discipline, and determination of merit increases; selects candidates for employment; provides for employee training and development.
- Performs long term planning, and works with other sections, divisions and departments to coordinate assigned activities with other functions.
- Develops requests for proposals, screens and selects consultants, and administers contracts for consulting engineering and contract construction services.
- As the Department’s highest level expert in a broad area, may manage the largest scale, most complex, and/or innovative engineering work; analyzes or reviews complex engineering problems, evaluates alternatives, and recommends and implements effective courses of action.
- Prepares and administers the division budget; monitors and approves expenditures; prepares, submits, coordinates and administers (or oversees same) grant applications for external funding of major projects.
- Develops, implements and ensures adherence to standards, guidelines, policies and procedures for the execution of public works engineering and construction or transportation and development activities.
- Prepares or reviews complex engineering studies, reports and documents; reviews and ensures proper completion of reports, records and other documentation.
